Job Description
Key Accountabilities
JOB DESCRIPTION
To manage and review infrastructure requirements for dry services including electrical, telecoms, street lighting, district cooling, gas, and all other applicable services for all the company/its verticals projects to allow for proper implementation and sustainable operation & maintenance.
Ensure coordination of infrastructure and implementation of concept designs with all other departments to allow for an accurate updated data base of infrastructure records, proper construction, operation, and maintenance.
To manage, review and recommend process for internal masterplan changes, new proposals and consultant designs and recommendations and verify recommendations to management that are feasible, practical, and cost efficient.
Manage third party developers’ requests for information, utility allocations and complaints in a professional and timely manner in compliance with company standard policies and procedures.
Ensure infrastructure masterplans are updated on time to relevant authorities such as DEWA, Empower, Gas and Telecoms providers as required.
To manage DEWA updated power supply master plan (PSMP) periodic submissions for all of our developments including legacy projects, and obtain DEWA approvals.
To perform feasibility studies on different engineering methodologies relevant to infrastructure services and present them to the master plan management team identifying the most cost effective and feasible option.
To advise on associated cost of any proposed infrastructure work as per the latest market value.
Manage and support Development & Operation teams across all the company/its verticals on-going projects, review received submissions, provide comments, check the capacity of the utilities and its connection points, support consultants to obtain approvals from local authorities.
Update dry utilities data sets as per the latest master plan data sets in both dry utilities’ sheets and enterprise for all plots in the company/its verticals developments.
Study and provide assessment for Urban Management requests such as land use change, amalgamation, dividing plots etc with and identify associated cost in accordance with master planning developments and updates.
Define the company/verticals ultimate strategies regarding all dry utilities to serve our developments and lead the coordination with local authorities.
Lead the ultimate demand of district cooling for certain developments involved and coordinate with Empower for proposed routing and catchments areas.
Provide inputs and suggestions for continuous improvement of departmental/section practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans in line with company objectives.
Qualifications, Experiences, Skills
Bachelor’s degree in Civil Engineering, Electrical Engineering, Urban Planning, or a related field.
5–8 years of experience in dry infrastructure planning within urban development or master planning projects, with significant experience in coordination with DEWA’s Planning Department
Proficient In Programs Such As
AutoCAD (For reviewing and modifying utility layouts, site plans, and infrastructure drawings)
Adobe Creative Suite (Illustrator – for presentations and visualizations)
Infrastructure modelling tools
GIS (ArcGIS) (For spatial analysis, mapping utility corridors, and integrating infrastructure with master plans.)
BIM Tools (Basic understanding of Building Information Modeling (BIM) workflows and tools like Navisworks or Bentley Open Buildings.)
Microsoft Project / Primavera / Smartsheet (for project planning and schedule management)
Solid technical skills, ensuring high-quality and functional design solutions.
Exceptional attention to detail, ensuring precision in all aspects of design and documentation.
Experience in large-scale master planning, smart city, or mixed-use urban development projects.
Knowledge of sustainable infrastructure practices and smart utility systems.
Certification in project management (e.g., PMP) or urban infrastructure planning is a plus.
