Job Description

The HSE Manager is responsible for overseeing the implementation, maintenance, and continual improvement of Health, Safety, and Environmental (HSE) practices at the project site.

This role supports the JGC Corporation’s HSSE Policy targets of


Zero accidents
Zero personal injuries
Zero property losses or damage
The HSE Manager will ensure compliance with JGC procedures, ISO standards, and all relevant laws and regulations, while fostering a strong safety culture across employees, contractors, and stakeholders.
Key Responsibilities
Report directly to the Site Manager as the primary point of contact for all HSE matters.
Ensure implementation and ongoing compliance with ISO 45001:2018 and ISO 14001:2015 standards.
Lead and maintain the HSE Management System programs, including “Respect & Care” and safety campaigns.
Ensure effective implementation of all site-specific HSE policies, plans, and procedures.
Foster a positive safety culture through leadership and behavioral safety initiatives such as IIF (Incident & Injury Free) and R&C (Respect and Care).
Lead R&C culture programs and conduct weekly Leadership Listening Tours.
Participate in scheduled HSE meetings with Clients, Subcontractors, and Consortium partners.
Lead incident reporting and investigations (e.g., TapRooT methodology), maintaining the Incident Register and ensuring corrective actions are implemented.
Advise and guide contractors on HSE best practices and culture transformation initiatives.
Support emergency preparedness and response efforts, including participation in mock drills and actual emergencies.
Ensure that all HSE policies and procedures align with JGC’s 9 Life-Saving Rules and are well communicated and understood on site.

Qualifications & Experience
Education
Degree or Diploma in Engineering, Occupational Safety & Health, Environmental Science, or equivalent.
Certifications
NEBOSH International General Certificate (mandatory)
NEBOSH Diploma or equivalent (preferred)
TapRooT® or equivalent Incident Investigation Training
Language Proficiency
Fluent in English (spoken and written)
Mandarin, Japanese, or Bahasa is an advantage depending on project context
Experience
Minimum 15 years of total HSE experience
At least 5–7 years in a senior HSE role (Manager or Deputy)
Proven experience on large-scale EPC/EPCM projects (oil & gas, petrochemical, or LNG sectors preferred)
Prior experience with JGC Corporation or ability to quickly adapt to JGC’s systems and policies is strongly preferred
Technical Skills
Deep understanding and practical implementation of HSE Management Systems
Proficient in risk assessment tools: HAZID, HIRA, JHA, etc.
Experience with PTW systems, SIMOPS, and construction safety protocols
Capable of leading incident investigations, emergency planning, and HSE audits
Strong knowledge of behavioral safety programs (e.g., IIF, R&C)
