We are hiring a Commercial Manager & Quantity Surveying Lead to join our Engineering Management & Technical Office team (DPT08).
The selected candidate will be responsible for managing project contracts, financial performance, claims, subcontract agreements, and cost control, in compliance with Saudi government procurement systems. This role requires strong legal understanding, attention to detail, and the ability to handle multiple priorities under pressure.
Key Responsibilities:
Study and manage contracts for ongoing projects, including all related documents (agreements, general and special conditions, drawings, technical specifications, and BOQs).
Prepare variation orders for ongoing projects and claims for completed projects with full supporting documents.
Review contract templates for projects under pricing and submit analytical reports about potential contractual risks.
Prepare and manage subcontractor contracts, ensuring both parties fulfill their contractual obligations.
Monitor deviations between actual costs and approved budgets and analyze the causes for ongoing projects.
Review periodic progress payments in coordination with project managers to ensure compliance with contract terms and follow up on disbursements with clients.
Review subcontractors’ periodic invoices and verify their compliance with contractual terms.
Monitor cash flows (inflows and outflows) and analyze deviations from approved plans.
Prepare periodic reports for management including:
Financial status of projects
Profitability analysis
Existing risks
Proposals to improve financial and commercial performance
Coordinate with legal advisors in case of contractual disputes.
Supervise and guide the company’s cost engineers to achieve project objectives.
Job Requirements
Required Skills:
- Full knowledge of the procurement and government tendering system in the Kingdom of Saudi Arabia (preferably with knowledge of FIDIC contract conditions).
- Strong legal understanding related to claims, disputes, and contractual agreements.
- Proficiency in Microsoft Office and AutoCAD.
- Ability to work under pressure and manage multiple priorities.
- Excellent negotiation skills with clients and subcontractors.
- Strong verbal and written communication skills in both Arabic and English.
- High attention to detail with excellent quantitative and financial analysis skills.
Qualifications:
Bachelor’s degree in Civil or Architectural Engineering.
