Job Description

Offshore Position with 28x28 Rotation CycleSituation in OrganizationReports to: Terminal HEAD (N+1) & Offshore area manager (N+2)Direct Reports: Max 10 personsAccountabilitiesActs as HSE-SA for the field area (Or Delegate)Acts as On-Scene Commander during emergencies ensuring minimal harm to personal, environment and asset.Ensure services included in FSO contract such as storage (3 million barrels) and export (100 million barrels per year), produced water treatment on FSO are done safely and in an efficient manner.Ensure compliance to FUIMS (Floating unit integrity management) for FSOs are in place, monitored and reported including monitoring of SECEs.Ensure that all marine operations related to Terminal are carried out in strict compliance to company policies and procedures. Will be back up to Mooring master’s for pilotage at the terminal.Manage marine co-activities in Al Shaheen Field (excluding Sites 500 m safety zone) with support from VMAS operator.Ensure company marine equipment such as hoses, hawsers, CALM buoy maintenance activities are carried out as per company policies and procedures. Ensure all FSO logistic activities are carried out on time.Job DimensionsNOC Offshore Field: FSO either Asia or Africa Al Shaheen Field, including topsides of single point moorings.Facility Specifications:Staff, contractors & vendors: 84 (change to 84/100)  Maximum POB: 84/100Estimated manhours (per year): 300k. (For FSO Africa 410K)Import volumes: 100 MBBLS oil & 60 MBBLS water (both FSOs)Units in charge: FSO + 2 Tugs + 1 Workboat + SRP + Light ROV+ 1 SPM’sReporting Relationships:Terminal Head & Other FOPs entities Day to Day OperationsCEO, COO & Internal departments As required.ActivitiesAct as HSE-Site Authority (or Delegate)-Encourage IF mind set among all personal at SITE.Ensure health and safety of all personnel onboard and prevent damage to environment and plant.Manage all downgraded situations / Integrity Threats to ensure a real-time overview of risk level is visible, risk is adequately mitigated, and a robust recovery plan is in place.Mange Safety & Environmental critical elements (SECE) for FSOsAdminister NOC’s Permit to Work and other company Safety Management Systems to ensure strict compliance with company requirements and safe execution of all platform work activities.Chair daily Operations Coordination Meeting and monthly HSE committee meeting to ensure all personnel are aware of their safety and operational performance objectives. (Accountable for all NOC Meetings on FSO)Manage FSO production activities.Ensure crude oil import and export are carried out in safe and efficient manner.Field daily production figures are reported as per API standards.Manage FSO production activities contd.Ensure robust produced water management as per COMPANY requirements.Ensure minimal or no produced water over boarded & when done so always as per COMPANY set environmental norms.Ensure produced water returned to platform are treated with chemicals, dosing requirements correspond to instructions from chemical department.Report to OC & Export department on any changes to FSO volumes (high or low stock) and crude quality.Manage real time loss elimination / loss mitigation process to ensure production / reinjection targets are met and volumes optimized at field levels in conjunction with operations center.Manage requirements within QPMG-2 (or any future revisions) and reporting there inEnsure testing equipment calibrations are carried out in time as necessitated by QPMG-2 (or any future revisions)Ensure stocks for FSO laboratory chemicals are sufficient.Maintain FSO availabilityEnsuring planned maintenance, inspections, campaigns, projects, and workovers are carried out in accordance with company requirements ensuring asset integrity and production optimization.Ensure attendance to crude oil, water ballast and produced water tanks inspections.Ensure compliance to COMPANY requirements on floating unit integrity management system.Ensure timely replacement of marine related equipment directly impacting FSO availability such as hoses, hawsers and CALM buoys.Ensure timely inspections of ship side hull, topside areas and critical process piping.Ensure Operational ExcellenceEnsure that life on SITE is conducive towards personnel to maximize safe delivery of COMPANY’s operational objectives.Coach and develop operational staff competencies based on HR’s staff development plan.Contribute to continuous supply of resources within talent pipeline for succession planning.Ensure all personnel have required trainings and competences to safely fulfill their roles and meet operational excellence objectives.Ensure relevant company policies, standards and processes have been fully implemented in accordance with industry best practice and compliance with local legislation.Represent NOC appropriately and in accordance with code of ethics when interfacing with internal and external stakeholders.Promote cost consciousness across entire network of stakeholders to embed a strong cost culture.Context & EnvironmentAs first-in-command, STS is responsible for balancing constant demand for well-being of all personnel on board while delivering on competing business priorities with available resources.FSOs are located in NE of Qatar in Arabian Gulf in an offshore environment with imposing limitations to work delivery.This site is also accountable for all operations at single point moorings and all marine activities within Al Shaheen field associated complex (excluding platforms 500 mtrs safety zones).This position is based on a rotational scheme.Qualifications & experience required.Education:Mandatory RequirementsHolder of valid IMO STCW Class II/2 unlimited certificate along with specialized program to fulfil management duties on tankers (gas or oil as appropriate).Additional education qualifications (non-mandatory, nice to have)Holder of pilotage certificate, or license issued by any National competent authority.Holder of any diploma or degree related to ship management, tanker chartering, demurrage and claims, FSO operations etc.Industry Experience:Minimum 10 years in a management role on oil tankers preferably VLCCs or ULCCs or F(P)SOs with at least three years on VLCCs or ULCCs in management role with reputed shipping companies.At least 2 years on FSOs or FPSOs or marine tanker terminals either in role of marine manager, loading master or equivalent and/or mooring pilot or equivalent with a reputed shipping company or with O&G major.Supervisory Experience:Leading offshore or onshore marine teams related to Oil or Gas tanker terminal operations.Competence and behaviors:Thorough understanding and application of industry process safety guidelines and proceduresAbility to set /implement operational objectives, drive performance, and foster a performance culture.Highly motivated, flexible in approach and a proactive mindsetAbility to work with large teams in a complex and multicultural environment.Ability to take command in an offshore emergency and effectively manage a crisis.Strong leadership, communication, and analytical skillsFluent in written and spoken English.Computer literate preferably with SAP or equivalentCertifications:Management of Major Emergencies (Marine or OPITO)Basic and Advanced Cause Tree AnalysisSTCW certification for Oil/gas tankers
