Job Description

Role Purpose

HR Officer is responsible for staff administration within a delegation. S/he provides HR services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations.

GENERAL DUTIES AND OBLIGATIONS

  • Is informed of the delegation's objectives and activities
  • Understands the mandate of the ICRC and the workings of the Red Cross and Crescent Movement (3 components)
  • respects, applies, and enforces safety rules at all times
  • Respects and observes internal regulations
  • May be called upon to perform duties and tasks not covered by his/her job description, and to assist other departments as required.

Responsibilities

  • Supporting the HR operations
  • Facilitating recruitment and hiring processes & updating different trackers, 
  • Ensuring effective coordination and documentation on hiring documentation and compensation terms, 
  • Ensuring the data base of HR systems are updated.Provides administrative support (updating personnel files and contracts, managing correspondence, recording and filing, etc.).
  • Ensures administrative follow-up of recruitment and training activities.
  • Ensures that information on HR matters under their responsibility is shared throughout the rest of the delegation (or mission, etc.).
  • Keeps records (e.g., absences) and ensures that HR data is of good quality and kept up to date, particularly about salaries.         
  • Ensures application of ICRC HR procedures and compliance with local laws 
  • May assist local or regional learning and development staff with administrative tasks
  • Ensuring the database of HR systems are updated.
  • Payroll Management
  • Following and management the performance process in the delegation
  • Internally, interacts with delegation employees.
  • Externally, may interact with local administrative authorities.                                   

 

Job Requirements

 Minimum requirements - Knowledge and experience                 

  • Bachelor’s degree in human resources, Business, Marketing, Communications, or related field; or a combination of education and work experience that yields the required competencies.
  • Minimum of 3-5 years related experience, including experience in a global organization.
  • HR Diploma is preference.
  • Prefer: Experience in non-profit organizations
  • Prefer: Experience humanitirian Organizations
  • Proven experience in HR as generalist
  • Proven experience in personnel development and capacity building
  • Excellent interpersonal skills
  • Good verbal and written communication skills in English

  • Computer literate (including working knowledge of Microsoft Office (Excel, PowerPoint) and databases)

  • Proven ability to handle challenging workload.
