Job Description

HSE Management System Development & Implementation:

  • Design, implement, and maintain a robust HSE management system (e.g., in accordance with ISO 45001, ISO 14001, or local regulations).
  • Develop, review, and update HSE policies, procedures, and guidelines to ensure alignment with best practices and regulatory requirements.
  • Oversee the effective implementation of HSE procedures across all operations and departments.

Risk Assessment & Mitigation:

  • Conduct comprehensive risk assessments to identify potential hazards to health, safety, and the environment.
  • Develop and implement effective control measures and mitigation strategies to reduce identified risks.
  • Lead and participate in regular site inspections and audits to ensure compliance with safety standards and identify areas for improvement.

Regulatory Compliance:

  • Stay current with local, national, and international HSE laws, regulations, and industry standards (e.g., OSHA, EPA, Egyptian environmental laws).
  • Ensure the company's operations are in full compliance with all relevant HSE legislation.
  • Liaise with regulatory bodies, government agencies, and external auditors as required.

Incident Management & Investigation:

  • Lead and conduct thorough investigations of all HSE incidents, accidents, and near-misses to determine root causes.
  • Develop and implement effective corrective and preventive actions to prevent recurrence.
  • Maintain accurate records of all incidents and provide detailed reports to management.

Training & Awareness:

  • Develop and deliver comprehensive HSE training programs for all employees, including new hires, to foster a strong safety culture and ensure understanding of HSE procedures.
  • Promote safety awareness through campaigns, communication channels, and active engagement with employees at all levels.
  • Coordinate and participate in emergency drills and preparedness exercises.

Performance Monitoring & Reporting:

  • Establish and track key HSE performance indicators (KPIs).
  • Prepare regular HSE reports for management, highlighting performance, trends, and areas requiring attention.
  • Analyze accident/incident statistics to identify trends and propose improvement plans.

Environmental Stewardship:

  • Oversee environmental performance, including waste management, pollution control, and resource conservation initiatives.
  • Ensure proper handling and disposal of hazardous materials.
  • Promote sustainable practices throughout the organization.

Collaboration & Communication:

  • Collaborate effectively with all departments, management, and employees to promote HSE goals and ensure active participation.
  • Establish and lead a safety committee to foster a collaborative approach to HSE management.
  • Communicate HSE goals and information clearly and concisely to diverse audiences.

Budget Management:

  • Manage the HSE budget effectively, ensuring resources are allocated appropriately for training, equipment, and initiatives.

Job Requirements

Education:

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field. Postgraduate degree is a plus.

Experience:

  • 6+ years of progressive experience in HSE management, with a proven track record in a leadership role.

Certifications:

  • Relevant HSE certifications such as NEBOSH Diploma, IOSH, or equivalent are highly desirable.
  • First Aid and CPR certification.

Knowledge & Skills:

  • In-depth knowledge of local (Egyptian) and international HSE regulations, standards, and best practices (e.g., OSHA, EPA, ISO 45001, ISO 14001).
  • Strong understanding of risk assessment methodologies and incident investigation techniques (e.g., Root Cause Analysis).
  • Proficient in using HSE management software and data analysis tools to track performance metrics.
  • Excellent leadership, communication (written and verbal), interpersonal, and presentation skills.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Demonstrated ability to influence and motivate others to adopt safe working practices.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
