Monitoring & Assurance Testing Section Manager

Job PurposeThe role holder will be responsible for monitoring stc’s Anti-Money Laundering (AML), Combatting the Financing of Terrorism (CFT) and Sanctions compliance program. This role requires in-depth knowledge of AML/CFT and Sanctions frameworks, risk assessments, and the ability to implement effective compliance programs. The role holder shall carry out their duties in accordance with the stipulated business policies and procedures.Job ResponsibilityLead the implementation of a framework for providing oversight and monitoring of financial crime compliance related matters with Business Units and Functional Units at stc.Provide inputs into the existing Risk Appetite Statement (RAS) with regards to the acceptable FC risk thresholds.Lead the implementation of action plans to address any control deficiencies and risks identified as part of the financial crime risk assessment with Business Units and Functional Units at stc.Assist in performing the periodic financial crime risk assessments in relation to ML/TF risks and controls.Investigate and research potential sanctions-related matches to gather additional information and assess the level of risk involved.Assist in performing the periodic financial crime risk assessments in relation to sanctions risks and controls.Job Responsibility (Cont.)Recommend practices and policy changes to Senior Management for strengthening stc’s financial crime compliance framework.Ensure the timely and accurate submission of relevant findings and reports to Senior Management for their review and instruction.Perform continuous testing of the financial crime program by monitoring and reviewing compliance with stc’s policies and procedures.Assist with any independent assessment of the financial crime compliance program (e.g., Internal Audit/External Audit/Regulatory reviews).Perform FC Department’s system enhancement aimed at refining functionality, efficiency, and overall performance and rigorous testing procedures to ensure the system's reliability and stability.Perform statics reports to audit Committee/Board and CEO and/or other third official party.Assist due diligence measures and Promote Know Your Customer (KYC) methods and approach.Years Of ExperienceMinimum of 6 years of experience in a related discipline.Nature Of ExperiencePrior proven experience AML/CFT and Sanctions Compliance.Prior proven experience in Technology, Media, and Telecommunications (TMT) or Financial Services (FS) environment.Job BandManagerial.SkillsKnowledge of Anti-financial Crimes practices, policies and proceduresIn-depth knowledge of KSA regulatory environment and context (e.g. KSA AML Laws, local and international sanctions programs).Strong knowledge of AML, CFT, and Sanctions regulations and their practical application.Proven experience in designing and implementing MAT frameworks, compliance monitoring programs, and risk assessment methodologies.Excellent data analytical and problem-solving skills, with the ability to assess complex situations and develop appropriate risk mitigation measures.Proficient in using MS Office applications (such as Excel, Word, and PowerPoint) for data analysis and reporting purposes.Strong leadership and team management skills.Effective communication and interpersonal skills, with the ability to collaborate and influence stakeholders at all levels of the organization.Proficient in using relevant financial crime compliance tools, systems, and software.Strategic thinking/planning/organizational skillsEducationBachelor DegreeMasters Degree in Business Administration or LawAdditional EducationBachelor Degree in Finance or AccountingCertificationsCertified Anti-Money Laundering Specialist (CAMS)Certified Global Sanctions Specialist (CGSS).
