Job Description
Subsea7 are looking for a Project SCM Manager to join the Dubai office, on a staff basis.
The Project SCM Manager for Subsea7's "GPC East" region leads the development and execution of supply chain strategies for projects, ensuring timely and cost-effective delivery of materials and services.
Reporting to the SCM Manager, the role involves managing procurement—especially in the Middle East with a focus on Saudi Aramco suppliers—and overseeing a team handling complex engineered items.
The position supports global SCM goals and promotes strong HSEQ and ethical standards across all activities.
What will you be doing?
Establish and manage an effective SCM team and procedures aligned with Subsea7 policies.
Ensure HSES objectives are implemented across SCM activities.
Oversee procurement planning, bidder selection, and SCM reporting.
Organise SCM kick-off meetings and prepare contract terms with support from Contract Engineers.
Ensure enquiries and supplier interactions meet technical, commercial, and ethical standards.
Review and approve bid evaluations and manage award processes.
Coordinate purchasing, inspection, expediting, and logistics functions.
Monitor SCM budget and report deviations.
Maintain strong interfaces with Engineering, QA/QC, HSE, Operations, and Project Controls.
Ensure timely contract close-out and supplier assessments.
Deliver SCM close-out reports with lessons learned and performance data.
Travel worldwide, when required.
What experience would we like you to have?
Degree in a relevant discipline (Engineering or Business) or qualified by experience.
Have a minimum of 15 years of Supply Chain Management experience and have sound knowledge of Aramco Supply Chain processes.
Sound knowledge of procurement in the Middle East, especially Saudi Aramco suppliers is essential.
Working experience with SAP/S4HANA, right from RFQ.
Not required to solve technical issues (role of the Technical Owner) but shall be able to understand technical discussions and measure potential associated commercial or schedule impacts.
Is “cost saving” oriented and capable of challenging requests.
Have a good knowledge of the offshore industry and its specificities and of complex items.
Demonstrates good communication skills and is a team player.
Engaged and committed to meeting tight deadlines.

Job Requirements
Candidates should have a degree in a relevant discipline or equivalent experience, with a minimum of 15 years in Supply Chain Management and knowledge of Aramco processes.
Experience with procurement in the Middle East, particularly with Saudi Aramco suppliers, is essential.
