SummaryAbout the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.This announcement is for Temporary deployment tours which vary in length depending on location. Tour lengths may be 6 months, 9 months or 1 year being the most often used.Learn more about this agencyHelpDutiesServe as a multifunctional Logistics Management Specialist for the US Army Corps of Engineers providing engineering services in support of named contingency operations across the Central Command (CENTCOM) area of responsibility.Develop logistics support policies, concepts, and standard operating procedures or refinements for each OCONUS location based on operational requirements or constraints.Assist the TAE Chief of Logistics and Division/Section leads, directing, controlling, and monitoring personnel engaged in property management, logistical, acquisition, equipment reutilization and supply programs.Manages the inventory scheduling of hand receipt holder accounts throughout the area of responsibility and maintains accurate property accountability records.Assist the Division Property Book Officer (PBO) and act as the assistant PBO managing records for all borrowed equipment and the management of records for all equipment transferred to and from property books within and outside assigned organizations.Manages the Property Systems of Record (APSR) to ensure that all non-expendable property is accounted for, and transactions are accurately processed.Assists the Chief of Logistics in developing and updating Logistics Command Policies, Procedures, and Standard Operating Procedures (SOP) for Logistics mission requirements based on the operational environment.Implements and manage the Management Internal Control Program for logistics ensuring the controls are effectively in place to prevent fraud, waste, abuse, and mismanagement for multiple programs within the organization.HelpRequirementsConditions of EmploymentOne year trial/probationary period may be required.Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.MEDICAL EXAMINATION - This position requires you to satisfactorily complete a medical examination for deployment. Lack of sleep may occur due to long working hoursLIVING CONDITIONS - The incumbent’s living conditions range from having all basic amenities such as including utilities like: light, power, water, and refrigeration; to having none of these amenities.SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DOD 5200.2-R. The incumbent is required to possess or obtain and maintain, for the duration of employment, a Secret security clearance.EMERGENCY ESSENTIAL - The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.QualificationsNOTE: All deployment tours are limited to a maximum length of 2 years total unless Mission changes require an extension; approval is required.If you are current Army employee, this will be temporary reassignment, promotion or change to lower grade.If you are a 30% Disabled Veteran or Schedule A eligible, you will be placed on an appointment not to exceed 1 year, with possible extension up to an additional year.If you are applying with ICTAP eligibility this will be a Temporary/Term appointment not to exceed 12 months/13 months with possible extensions up to two years maximum tour. This appointment would not have the ability to become permanent.If you are an Army employee who does NOT have current competitive status, return placement to your permanent position cannot be guaranteed upon the end of your deployment tour. Specialized experience is defined as experience in developing logistical support policies; assisting section lead with directing personnel engaged in logistical supply programs; managing a multitude of logistics operations including Non-Tactical Vehicle (NTV) fleet management, transportation, and equipment management; analyzing logistics performance of subordinates in order to identify systemic logistics problems; preparing briefings and reports for decision and resourcing by higher level management; and developing long-range division level logistic goals and objectives.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.You will be evaluated on the basis of your level of competency in the following areas:LeadershipOral CommunicationSupport EquipmentTechnical CompetenceTime in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of 2 years. Time-limited reassignments and changes to lower grade may exceed 2 years with command approval, however return rights may be impacted.All qualification requirements must be met within 30 days of the closing date of this announcement.EducationSome federal jobs allow you to substitute your education for the required experience in order to qualify.
