Job Description

Zewail City for Science, Technology and Innovation is seeking a dynamic and experienced leader to serve as its Secretary General. This pivotal role will oversee and manage all operational functions across the City’s administrative departments, collaborating with key stakeholders to achieve Zewail City’s strategic objectives.

As Secretary General, the ideal candidate will be responsible for;

  • Developing and implementing business plans to enhance current operational performance, including plans for future expansion and development.
  • Ensuring full compliance with Zewail City’s systems, policies, procedures, and regulations.
  • Setting clear goals and objectives for each administrative department to ensure alignment with organizational priorities. 
  • Reviewing and analyzing departmental budgets and operational plans, including new initiatives, budget allocations, and resource requirements (e.g., staffing, IT).
  • Consolidating departmental budgets into a unified and comprehensive operational budget.
  • Compiling departmental reports, including achievements, areas for improvement, and resource needs, into a cohesive operational report.
  • Monitoring and assessing departmental performance regularly to ensure effectiveness, efficiency, and compliance with established standards.
  • Providing strategic administrative leadership to department managers and directors, ensuring their efforts are aligned with Zewail City’s mission and vision. This includes making decisions on organizational structure, staffing, employee development, role assignment, and defining responsibilities. Review all proposals exceeding the Board or the or the Executive President’s authorized spending limit for administrative directors.
  • Ensuring the Executive President’s Office provides the necessary support to departments based on operational requirements.
  • Overseeing the implementation and consistent application of SAP systems and procedures across all applicable departments.

Job Requirements

A minimum of 20 years of progressive experience in operations, logistics, or a related operational field is required. Candidates must demonstrate at least 10 years of experience in progressively responsible managerial roles, including significant responsibility for strategic planning, budget management, facilities oversight, student services operations, research administration. 
Experience in a University or Institutional setting is highly preferred.    

  • Education and Professional Qualifications:
    Bachelor’s degree in Commerce, Business Administration, Engineering or a related discipline.
    Project Management Professional (PMP) certification is a plus.
    Six Sigma certification is a plus.
  • Communication Skills: Exceptional written, verbal, and interpersonal communication abilities, including active listening, effective presentation delivery, training facilitation, and conflict or complaint resolution.
  • Management & Leadership Skills: Proven capability to plan, organize, direct, and evaluate the work of teams, while effectively leading through change. Skilled in motivating subordinates and fostering strong, collaborative relationships with departments, managers, staff, and clients.
  • Financial Planning & Budget Management: Demonstrated expertise in financial management, including a strong understanding of budgeting principles, financial planning, cost control, and resource allocation to support strategic and operational goals.
  • Organizational & Analytical Skills: Strong background in project coordination and management, with solid organizational and administrative expertise. Demonstrated analytical and creative problem-solving abilities, with the capacity to prioritize tasks efficiently in high-pressure environments. In-depth understanding of the organization’s strategic objectives.
  • Interpersonal Skills: Established ability to support and grow the organization’s business through consistent engagement and collaboration with internal departments and external clients.
