SITUATION IN ORGANIZATIONPosition N+1: Finance ManagerPosition N+2: Vice President, Finance & Business ServicesACCOUNTABILITIESTo ensure the monthly accounts of NOC present a fair and accurate picture of the actual work progress, both for Operating Expenditure (OPEX) and Capital Expenditure (CAPEX).To deliver robust budgets and forecasts for OPEX and CAPEX.To provide NOC management with insightful cost reports that effectively allow early identification of cost increases and implementation of remediation plans where required.To drive the cost culture within the entire organization, through daily pedagogy and by addressing poor behaviors.ACTIVITIESHSEAct as a safety role model in an office environment.Knowledge and Observance of Company HSE policy, rules and procedures.Ensure all activities and work under the responsibility of Finance are performed with an Incident Free mindset.Month-end closure & ReportingCoordinate and drives the Cost Control team to comply with all deadlines defined in the Month-end closure schedule.Ensure all accruals, timesheets and cost drivers (for logistics, drilling, etc...) are available for posting within agreed deadlines.Personally review the quality of the accruals, timesheets and other drivers for cost allocations (for logistics, drilling, etc...), and in particular their allocation to OPEX and CAPEX, in order to minimize the risk of Tax disputes in the future.Review cost reports produced by Business Analysts and requests necessary corrections/improvements prior to their issuance to Budget Owners. Ensure the variance analysis to budget is insightful.Budgeting & ForecastingCoordinate the Cost Control team to deliver the OPEX/CAPEX data for the Annual Budget and each Rolling Forecasts, in close collaboration with Financial Planning and with HR (for headcount): schedule, process, templates, consolidation, comments and presentations.Challenge the relevance of expenditure forecasts submitted, verify the proposed allocation to OPEX/CAPEX and seek cost optimizations based on the first draft of budget by comparing draft budget with historical data.Prepare and/or consolidate the cost section of Budget presentations to Management and Shareholders, in compliance with guidelines and formats provided by Financial Planning.Where a Rolling Forecast shows an anticipated overrun of a Major Line Item by more than 10%, work with Financial Planning and the relevant Budget Owner(s) either to propose a remediation plan or to submit a request for additional budget to the Board. Procure to Pay processMonitor performance of the Cost Control team in processing Purchase Requests, Call-offs, 2 way matching invoices and FI invoices (via daily supervision and standardized reports). Assists team members in solving most complex cases.Define and maintain a process with Contracts & Procurement (C&P) to constantly minimize the number of open and inactive Purchase Orders, Work Orders and WBS elements.Maintain a strong relationship with the C&P team to ensure the Cost Control team is aware of existing and upcoming supplier contracts. Ensures Cost Controllers are consulted for the creation of new contracts in PALM.Promote good P2P practices throughout the organization (e.g. no invoices received without PO, compliance with terms & conditions of the contract, approval of invoices in compliance with DOA, etc...).Policies & ProceduresDevelopment and update all Cost Control related policies and procedures, ensuring that they meet accounting best practices, statutory requirements and changing business requirements.Continuously seek to optimize areas within Cost Control.Custodian of the Cost Control related policies and procedures on the CMS.People ManagementLeads direct reports and encourages them to develop their skills by providing continuous feedback through regular one to one sessions and team meetings.Establishes objectives/KPI's and conducts Performance Appraisal of direct reports.Provides guidance and support to direct reports.Mentors high/low potential staff and helps create a learning environment.Responsible for the recruitment and selection of candidates for vacancies in Cost Control.OtherReview and approve all requests for WBS elements and Cost Centers, in line with the NOC procedure.Coordinates responses to audit queries related to Cost Control, and resolution of audit exceptions.Supervises good implementation of Technical Services Agreement.Comply with provisions of contracts, JVA and Delegation of Authority.Any other task as directed by the Finance Manager.CONTEXT AND ENVIRONMENTDoha (Qatar) office.Standard office hours, 5 days a week.QUALIFICATIONS & EXPERIENCE REQUIRED15-20 years’ experience in Cost Control, of which at least 8-10 years in Oil & Gas and in multiple activities (Logistics, Drilling, Operations, Projects....).Degree in accounting, Finance or other business-related disciplines.Expert knowledge of systems, especially SAP FI/CO, BW and Excel. Knowledge of Hyperion Essbase a plus.Strong analytical skills. Strong communication and interpersonal skills. Fluent in English, including in writing.
