Job Description

RKH Qitarat is seeking a Cost Engineer to join our team. Your role involves analysing costs for Variations and Claims related to our Metro and Tram contracts with Qatar Rail and associated Subcontracts. Accuracy, efficiency, and professionalism are key. If you’re passionate about cost analysis and eager to contribute to transformative transportation projects, apply now to join our dynamic team at RKH Qitarat. Overview of the Role: Assess and analyse costs as required for the purposes of progressing Variations and Claims associated with RKH Qitarat’ s Metro and Tram contracts with Qatar Rail, and associated Subcontracts. All Variations and Claims to be assessed accurately, in detail, expeditiously, and formatted professionally. Key Accountabilities: Cost EngineeringAssesses Instructions and Variations as notified by the Customer and internal Contract Administrator (Metro and Tram).Builds relationships and trust with the customer and key subcontractors.Collects, assesses and analyses costs and data from subcontractors and internal sources with ability to work accurately, effectively and efficiently.Prepares accurate, detailed, and logical proposals for approval and submission to the Customer.Uses initiative to expedite and progress Claims and Variations to a logical conclusion.Independently provides costs reporting with input as appropriate from the relevant internal technical expertise.Conveys solutions and direction internally and externally, concisely and consistently, in a user-friendly way.Provides robust rationale and argument to support all proposals and projects.Assertive and reasonable in clarifying and negotiating with subcontractors and the customer.Assists in developing a consistent approach to cost assessment and submission of proposals overall.Commercial OperationsInterprets and understands complex contracts and subcontracts.Assist with strategic and operational improvements, and any other mission, project or work assigned by the Commercial Director.Provide clear communications as to current activities, risks and issues on a regular basis.Provide mentoring and training as required.  Skills and Experience: 15 years’ experience in commercial and contract management environments with the client and subcontractors.Experience of FIDIC contracts in a design and build phase and transfer into operational service.Able to understand technical principles.Strong experience in managing costs, claims and variations.Strong communicator and ability to work with a wide range of stakeholders in a multicultural environment.Strong team playerHigh level of diligence and excellent attention to detail.High level of numeracy.Independent analytical thinker with strong negotiation skills.Seeks solutions and willing to challenge proposals to achieve the overall objective.Proactive in approach and works well under pressure.Objective, resilience, and balanced in approach.Understands risk management and impact in a commercial environment.Good presentational skills both verbal and in writing.High level of IT skills including Excel.Knowledge of key systems including Aconex and SAPLegal and Finance qualifications are desirableExperience in rail, construction sectors or other similar industriesExperience in Middle East an advantage but not essential (support will be given for those wishing to transfer from outside Qatar” and “Fluency in English”Bachelor’s Degree in EngineeringQuantity SurveyorMembership of RICS
