Job Description

Planning, Management and Implementation 

  • Prepare and lead the implementation of the annual work plans for donor programs according to the funding organization guidelines.
  • Implement and oversee the monitoring and evaluation framework in accordance with approved annual work plans, monitor the impact and progress of the deliverables,and adapt and implement changes accordingly.
  • Establish time plans, analyze needs, and prioritize resources allocation, identify problems and take appropriate and timely action to meet desired objectives and goals.
  • Ensure the development and delivery of programs’ progress reports, quarterly and annual reports, and ad hoc and informal updates to a range of stakeholders.
  • Implement and manage day-to-day activities, coordinate the implementation of the respective activities based on the relevant project document, including, as needed, supervision and guidance of other project staff, consultants and experts with a view to achieving program results.
  • Perform risk management process to minimize potential risks.
  • Establish and maintain relationships with varied stakeholders to enhance and maintain a high level of program implementation satisfaction and engagement level.
  • Create and maintain comprehensive project documentation to sustain a smooth reporting line to the management.
  • Review the current interaction between relevant organizations and the private sector related to TVET and recommend strategies to further involve the private sector
  • Support the M&E for project monitoring, evaluation and learning.

 

Capacity Building and Training

  • Mentors staff and selected stakeholders, with particular emphasis on “lessons learned” in order to develop organizational capacity for running and managing the projects and ensuring their suitability.
  • Facilitate training with clear needs assessment and focus on outcomes.
  • In close coordination with the Chief Programs Development Officer and other members of the leadership team, support and coach field project team in preparing training material on business development, financial management, marketing, communication, leadership and related fields. Assess any other training needs and facilitate the same.

 

Resources Management 

  • Develop and maintain productive working relationships with projects stakeholders and team members to ensure the smooth implementation of programs and ongoing liaison with HQ
  • Coordinate activities with operations and other departments to ensure the impact of the programs.
  • Liaise and coordinate with concerned departments to ensure timely implementation of workplans in accordance with Ta’heal’s procedures and regulations and in compliance with donor guidelines and approved budgets.

 

Job Requirements

Minimum Qualifications

  • Bachelor’s Degree in any discipline or relevance is required. 
  • Significant experience in transformational change and a strong understanding of relevant existing and emerging technologies, and experience with in-demand labor market skills.
  • A minimum of 10 years of progressive experience in donor funded programs, and/or project/programme management.

 

Essential Knowledge 

  • In-depth understanding of the TVET sector and labor market trends at national and international levels. 
  • Sound and up to date knowledge of development concepts, methodologies and techniques including demonstrated understanding of TVET issues in the MENA Region. 
  • Knowledge of varied donor and development organizations (EU, KfW, USAID, UN, etc.) requirements and compliance.
