Job Description
- Submit tentative time schedule for project within tender deadline.
- Prepare in co-operation with commercial & operation team budget based on Work Breakdown Structures (Budget 0) showing each cost elements (Labor, Materials, & Equipment).
- Assigning cost centers and codes covering Indirect and Direct Cost distribution.
- Prepare all formats needed such like (daily report – monthly report – check list report – issue tracker sheet- progress meeting sheet,… etc.).
- study and understand all relevant project documents relating to cost and planning management.
- In co-operation with operation team prepare detailed time schedule for all activities (operation – engineering – procurement).
- Ensure submittal and getting required approvals from consultant or in house).
- Ensure preparation, Review and issuance for one month look ahead for every project for all activities and share it with different departments.
- Review any updates, revised or recovery schedule and submit it for required approvals.
- Load schedule with manpower needed to follow progress with daily report.
- Prepare cash flow diagram for every project.
- Monitor and evaluate Project Cost and progress performance on Weekly and Monthly basis and prepare Executive Summary Report to Top Management.
- Monitor report and forecast entire projects’ cost & revenue trends.
- Analyze cost revenue trends and reporting problems or potential problems to Project Management.
- Liaise with the finance department with regards to establishing monthly evaluation of work done, goods received and services rendered for invoice preparation and verification.
- Ensure that the performance of various assigned tasks, and the conduct of cost control and planning staff within the project are in accordance with the Project controls department's policies and procedures.
- Provide direction and manage cost control and planning engineers in the projects in performing their delegated tasks linked to the Project Controls department policies and procedures.
- Ensure company and project controls Department policies and procedures are implemented accordingly.
- Ensure on monthly/quarterly basis that the business plan shall be implemented.
- Attend progress meeting on monthly basis with management team to discuss progress and cost reports.
- Follow and support in solving issue tracker sheets with different departments.
- Work with all relevant project personnel to ensure that planning and cost control procedures are in place.
- Ensure that all cost/planning related work is in compliance with procurement contract(s).
- Prepare monthly cost and progress reports and sharing the overall project’s KPIs with top management.
- Highlight and recommending the corrective and preventive actions to top management to meet the company’s milestones (time and cost).
- Prepare yearly close out reports and sharing the overall project’s KPIs with top management.
- Participate in preparing entire company business plan in coordination with the departmental managers and directors and in adherence with the company’s strategic direction.
Job Requirements
- Minimum of 12+ years of experience in project controls within the construction industry, including at least 3–5 years in a leadership or managerial role.
- Bachelor’s degree in civil / architecture engineering, Construction Management, or a related field.
- Professional certifications such as PMP, PSP (AACE), or CCP are a strong advantage.
- Strong knowledge of cost control, budgeting, and risk management techniques
- Excellent analytical and problem-solving skills with a keen attention to detail
- Strong knowledge of project management and control principles.
- Proficient in Primavera P6, MS Project, and Excel (advanced level).
- Excellent command of cost control, earned value management, and cash flow analysis.
- Strong leadership, communication, and stakeholder management skills.
- Excellent in English; Arabic is an asset.
- Analytical thinking and ability to work under pressure in fast-paced environments.
