SCOPE OF THE JOB

To lead and manage the charity’s central finance function from its Egypt-based hub, ensuring strategic alignment, robust financial management, and cross-country coordination. The role is responsible for producing consolidated financial reports, managing financial risk, ensuring donor and statutory compliance across the Alfanar Group, and supporting strategic financial planning across the organisation’s global footprint.

  • Build up the Finance Hub in Cairo to deliver exceptional finance services to Alfanar’s teams with a clear focus on efficiency, continuous improvement, problem solving and development, ensuring a high level of performance with a customer focus.
  • Act as a strategic financial adviser to the Leadership and Senior Management Team, providing sound financial management information, advice, and guidance on financial performance, risks and opportunities.
  • Take overall responsibility for financial management reporting, annual accounts and audit matters to ensure compliance with statutory requirements, donor reporting and governance structures.
  • Work closely with and direct financial operations, including via outsourced third-party suppliers, across the Alfanar Group.

Job Requirements

MAIN RESPONSIBILITIES

Financial Management, reporting and analysis

  • Lead annual budgeting and reforecasting process across all entities and operations
  • Monitor financial performance, ensuring budget variances are reported on a timely basis
  • Analyse variances, and support programme teams with corrective actions to maintain variances within agreed limits.
  • Implement cost-recovery mechanisms for grants and operations, ensuring that operational costs are adequately funded from institutional grants.
  • Oversee monthly consolidation and presentation of management accounts and dashboards.
  • Support development of regional and consolidated financial reports across all countries

Donor Reporting and Grant Compliance

  • Ensure 100% on-time donor reporting and working with programmes teams, 95%+ grant fund utilization.
  • Maintain accurate grant budgets and spending plans and financial reports aligned with donor terms.
  • Liaise with programme, fundraising, and grants teams to ensure reporting integrity and donor compliance

Financial accounting, finance Controls and Systems

  • Implement and monitor internal financial control processes
  • Ensure excellent cost control across all the activities of the Alfanar group, working with leaders and managers
  • Ensure well-controlled efficient and effective transaction processing of financial transactions
  • Run the month end and year end financial processes across the group, ensuring that accounts are accurate and complete on a timely basis
  • Conduct monthly reconciliations (bank, supplier, intercompany) and accurate fund tracking
  • Support statutory audits across all jurisdictions and ensure timely closure of audit findings
  • Maintain bank account records including mandates, due diligence and KYC requirements
  • Improve accounting systems, process automation, and data integrity
  • Standardise finance policies and procedures across country teams

Cash, Reserves, and Risk Oversight

  • Assess financial risks (currency, liquidity, compliance)
  • Prepare and update monthly cashflow forecasts 
  • Monitor multi-currency cash flow and ensure timely fund transfers
  • Maintain oversight of reserves
  • Develop contingency plans for financial and operational disruptions
  • Monitor fraud indicators and ensure immediate escalation and resolution
  • Collaborate with leadership to manage financial sustainability of operations

Team Leadership and Finance Business Partnering

  • Manage and support regional and country finance business partners
  • Conduct monthly one-on-ones and ensure all finance staff have development plans
  • Lead training on compliance, grant finance, and budgeting for budget holders and programme teams
  • Coordinate with outsourced providers (accountants, payroll, auditors) across all countries
  • Ensure service levels meet deadlines, accuracy, and compliance expectations

QUALIFICATIONS & EXPERIENCE

Essential

  • Qualified accountant (ACA, CIMA, ACCA or equivalent)
  • Minimum 7-10 years financial management experience, 
  • Proven experience in multi-currency budgeting and financial consolidation
  • Strong knowledge of donor regulations (eg. EU, USAID).
  • Experience of managing accounting, banking, payments, transaction processing, financial reporting, tax, and cash management in a growing group, ideally with international operations
  • Experience of automating financial processes and developing functionality and reporting from accounting systems
  • Experience in managing & overseeing audits
  • Excellent financial analysis and reporting skills
  • Strong attention to detail and high standards of accuracy and completeness
  • Strong influencing and communication skills across cultures and seniority levels
  • Experience managing remote teams and outsourced providers
  • Fluency in English (Arabic is an asset).
  • Egyptian nationals preferred

Desired

  • Experience of financial management in an INGO setting
  • Knowledge of UK requirements for accounting for restricted funds
  • Knowledge of data protection and confidentiality
  • Interest in social enterprise development and impact investment 
  • Willingness to travel to the MENA region, if needed
