Job Description
Strategic Functions:
- Develops and manage strategic plans for the operations department, establish departmental responsibilities and coordinate functions among departments and sites, appoint department heads or managers and assign or delegate responsibilities to them.
- Direct, plan, or implement policies, objectives, or activities of an organization or business to ensure continuing operations, maximize returns on investments, increase productivity, promote, or support interest.
- Analyze operations to evaluate performance of the staff to meet objectives or to determine areas of potential cost reduction, improvement, or policy change.
- Implement corrective action plans to solve organizational or departmental problems.
- Prepare the planned annual budget for the engineering department, and estimated budget for each project.
- Coordinate the development or implementation of budgetary control systems, recordkeeping systems, or other administrative control processes for different projects.
- Participates in the preparation of the different feasibility studies.
- Build and maintain strong relationships with key stakeholders at client-side.
- Create new relationships and business opportunities.
- Confer with board members, or staff members to discuss issues, coordinate activities, or resolve problems.
- Deliver speeches, write articles, or present information at meetings to promote services, exchange ideas, or accomplish objectives.
- Prepare or present regular reports concerning activities, expenses, budgets, or other items affecting businesses or services.
- Serve as liaisons between organizations, shareholders, and outside organizations.
- Overseeing day to day operations of each Engineering Sectors for each department as (Technical Office, Sites, Supply Chain, Business Development, etc.).
- Review reports submitted by staff members to recommend approval or to suggest changes.
- Recruit, Manage, develop, coach, set training plans to develop team skills and ensure that high professional standards are achieved.
Technical Functions:
- Manage the preparation of the company prequalification documents required for different projects.
- Manage & Review all the tender documents including the General, Specific, Technical, Commercial & Legal terms & conditions.
- Manage the preparation of technical & commercial proposals and the tender documentation, and complete tender follow-up and negotiations.
- Manage, and review different types of contracts, workshop drawings and quantity surveying for the entire project.
- Attend progress meetings, discuss, and suggest technical proposals with clients.
- Follow the issuance of the letters of guarantee with finance.
- Manage the procurement process, negotiate, or approve contracts or agreements with suppliers, distributors, or other organizational entities to achieve the best agreements.
- Manage & review the subcontractor invoices according to work executed on site, Manage & Review client invoices with the consultant.
- Manage quality assurance, planning, risk management activities.
- Attend technical and progress meetings with clients and consultants as required.
- Perform regular site visits to check on progress and ensure that projects are running on schedule and to budget.
Executive Functions:
- Cover all aspects of a projects from the beginning stages through to completion.
- Review the project’s scope & agreeing its objectives with clients & project’s team.
- Monitor the project’s progress to maintain project’s activities as per time schedule.
- Monitor the project’s schedule, cash flow sheet, activity list, and make sure revenue plans are fulfilled, by collecting, analyzing, summarizing data, and recommending actions.
- Ensure adherence to all health and safety standards.
Job Requirements
Requirements:
- Bachelor’s engineering degree is a must (Civil, Architect, Mechanical, etc.) from a governmental university.
- Total 25 - 30 years of experience including Min. 10 years of experience as COO or executive position.
- Project management certifications are necessary PMP, MBA or equivalent graduate degree is a must.
- Fluent English is a must.
- Solid experience in general construction engineering (Architecture, Civil, MEP) fields.
- Solid experience in Mega Projects, fit out projects and specialized projects.
- Project management and supervision experience, planning, scheduling, and reporting.
- Ability to manage equipment’s operations and manufacturing workshops.
- Ability to work with multiple discipline projects.
- Previous local work experience.
- Provide experience certificates for all the previous experiences.
