Financial Accountant

This position reports directly toPosition N+1: ): Lead, General AccountingPosition N+2: Head, Financial ControlAccountabilities:Provide high quality accounting and relevant information in line with DFA, JVA and IFRS requirements.Comply to legal and financial obligation imposed on NOC for all issues related accounting and audit.Assess and analyze the impact of transactions recorded in the books on NOC financially both from IFRS and tax point of view (DFA and QIT).Develop excellent relationship with stakeholders, both internal and external, in terms of proactive communication, sharing of information and knowledge and being their first choice of preference.Continuous assessment and improvement of processes under the scope of General Accounting.Support the Qatarization vision of NOC by developing Qatari professionals and graduates within General Accounting including taxation in compliance with Local Laws and Regulations. Activities: HSEKnowledge and observance of Company HSE policy, rules and procedures.Participants to HSE activities and HSE trainings.Accounting and ComplianceEnsure the accounts are maintained and in line with applicable accounting standards (IFRS) and in consideration of all legal and contractual agreements (DFA, JVA and as relevant), to give a true and fair view of the company in terms of its assets and liabilities and financial position.Promote good accounting practices and maintain a high level of awareness about standards evolution within the team and across NOC.Master DataIn coordination with Senior Financial Accountant (Fixed Asset) and under the supervision of Lead, General Accounting, as main focal:Ensure Cost Objects – Work breakdown structure (WBS), Cost Center (CC) and General Ledger (GL) master data are created and maintained in an efficient and precise manner; be the main focal responsible for master data and its good governance.Ensure the maintenance of Fixed Assets Master data in line with respective procedures; be the main focal responsible for fixed asset and related master data and its good governance.As main focal, responsible to ensure compliance with relevant procedures and Internal Control Framework in coordination with Methods, System and Compliance team as relevant for the area in General Accounting.Fixed AssetsIn coordination with Senior Financial Accountant (Fixed Asset) and under the supervision of Lead, General Accounting:Ensure the Accounting for Fixed Assets is in line with IFRS and all legal and contractual principles, to give a true and fair view of the account balance in the financial statements.Assist in developing and ensuring the maintenance of Fixed Asset Register, Fixed Assets Listing and Fixed Assets Master data as per applicable procedures and guidelines.Assist to ensure compliance with relevant procedures and Internal Control Framework in coordination with Methods, System and Compliance team as relevant for Fixed Asset in General Accounting.Closure and ReportingIn coordination with Senior Financial Accountant(s) and under the supervision of Lead, General Accounting:Assist in contributing, as assigned, in the Monthly Closure Process for timely and accurate flow of information for Stakeholders Reporting purpose including Quarterly and Annual Reporting to QatarEnergy.Assist in contributing, as assigned to ensure all contributions are received in time to meet the reporting due dates.Relevant backupIn absence of Senior Financial Accountant (Fixed Asset) and under the supervision of Lead, General Accounting:Be the main focal of Senior Financial Accountant (Fixed Asset) to ensure business continuity and contribute as relevant to the role.Coordinate and assist the accounting team, to provide information and understanding across NOC to relevant entities seeking clarification and when required.Coordinate and assist the accounting team, to provide relevant response and documents to Auditors as and when requested, in due time.Develop the necessary procedures in accordance with NOC directives and best practice.AdhocContinuous identification and implementation of governance related controls/ revisions to existing controls in close coordination with Methods, System and Compliance team.Any other tasks as requested by Lead, General Accounting.Context And Environment:Industry: Oil and Gas (capital intensive, price volatility).Company: JV operating an oil field in redevelopment phase.Regulatory: Development Fiscal Agreement (State - Company) and a Joint Venture Agreement (Shareholders – Company) governs the project.Entity: General Accounting is part of Financial Control, one of the three Heads of Finance Department under the Finance Manager.Work organization: routine is organized based on known occurrence of the activities as financial closures (monthly), External Audits (yearly) as well as Shareholders and State Audit Bureau Audits (based on instructions received).Work environment: direct interaction with Senior Financial Accountants and Lead, General Accounting along with frequent interaction with internal stakeholders – Cost Control, Methods, Systems and Compliance, Accounts Payable, Financial Planning, Treasury, Auditors (Internal & External)Doha (Qatar) office.Standard office hours, 5 days a week.Profile Required:Experience/ Knowledge/ Technical skills Bachelor Degree.Professional Accounting Certificate (ACCA, ACA, ACMA, CA, CPA, CMA, ICAEW).Minimum 5-7 years of relevant experience in a similar field, in Oil & Gas.Big4 experience is preferred.Fluent in English.Attention to detail, good with numbers, strong analytical skills.Team player with good people and interpersonal skills.Advance understanding of accounting and financial reporting standards (IFRS).Proficient in SAP (preferred), Microsoft Office.
