General Project Manager (GPM)

The selected candidate will function as General Project Manager (GPM) and will serve as the primary lead for project development activities related to the project. The position will support environmental, health, safety, and security requirements throughout the life-cycle of the project including commissioning and early operation.The Key Responsibilities Of The GPM Will BeReview of FEED results in preparation and issue bid package documents to selected (three to four) EPC contractorsEvaluation and selection of bid proposals and presentation to the Board of Managers supporting selection recommendationTranslation of technical, operational and any lender’s requirements into and negotiation of EPC agreementsInterface with various government and regulatory organizations in Jubail/Saudi Arabia to ensure all regulatory and permitting requirements are met in a timely manner to ensure timely start-up of the project.With support from the project management company and project managers, develop structure and budget of operations and maintenance organization, staffing & mobilization planPresentation to project Board of Manager (Steering Committee) as required to ensure Steering Committee is full informed and up to date of critical project issues.Effective interface management: Responsible for coordination between Project Management Company (PMC), Owner’s Project Management Team (e.g. finance, human resources, EHS&S), EPC contractor(s), and local area stakeholders.Preparation and execution of required licensor and lenders tests (Licensor Technical Performance and Lender’s Reliability test) at end of construction period. The Successful Candidate WillBachelor’s degree or higher in related technical discipline, preferably chemical engineering. MBA a plus15+ years of progressive responsibilities in project development EPC activity in industrial / petrochemical facilities.Operating experience in petrochemical / biotech industry considered a plus.Project development / EPC experience in Saudi Arabia, preferably in the Jubail Industrial CityStrong commitment to health and safety and strict compliance to regulatory requirementsAbility to create and effectively present project updates, identify and communicate critical issues and resolution / remediation action plansCompetent computer skills, interpreting and understanding engineering documents (P&IDs, iso-diagrams, vendor specification sheets, etc.)Experience in project budgeting & cost control, preparation and timely submission of project reports required by lender’s group and timely response to lender enquiries.Able to be flexible, willing to work late evenings & weekends to address unforeseen project issues and implement mitigation action plans in a timely mannerWillingness to live in Jubail, Saudi Arabia. Some domestic and international travel will be required (estimated 10 - 20% of time)This is a Saudi position and would require someone with an understanding of working with the culture and people.
