Job Title: HSE OfficerLocation: Riyadh, Dammam/Khobar/Eastern Province, Saudi ArabiaNationality: Egyptian, FilipinoGender: MaleEmployment Type: Full-TimeIndustry: Construction/Civil EngineeringDepartment/Functional Area: Health, Safety, and Environment (HSE)Experience Required: 5 - 8 YearsEducation Required: Bachelor of Science in a related fieldJob Description:The HSE Officer is responsible for implementing, managing, and ensuring compliance with health, safety, and environmental policies and procedures as per company standards, client requirements, and legal regulations. This role is crucial in maintaining a safe work environment and minimizing occupational health risks in high-stakes construction settings such as substations, power plants, industrial facilities, and commercial buildings.RequirementsKey Roles & Responsibilities:Implement all safety aspects as per company policy, client-approved LPP, contractual, and legal requirements related to the project. Analyze work schedules to assess safety requirements and identify potential hazards. Ensure that supervisors and foremen conduct daily safety reviews and implement safety measures relevant to the work type. Confirm training, qualification, authorization, and licensing of foremen and operators. Forecast risks and intervene to correct unsafe acts and adopt a zero-risk policy across all activities. Report safety violations immediately to the Project Manager. Inspect tools and equipment for safety compliance; approve their use when satisfactory. Ensure that all workers wear required safety gear and maintain high standards of personal protective equipment. Conduct daily site inspections to ensure safe working methods, observe H&S requirements, and maintain welfare/first aid facilities. Promote health, safety, and environmental awareness and excellence through motivation activities. Authorize the cessation of work if safety measures are not properly implemented. Desired Candidate Profile:Minimum Qualifications:Technical Diploma or Bachelor of Science in a relevant field. Professional Qualifications:NEBOSH IGC, and additional certifications such as Train the Trainer, IOSH, OSHA 30-hour certification preferred. Computer literacy; excellent communication skills are essential. Minimum Experience:At least 5 years of experience in HSE roles, with a preference for candidates who have worked for at least 3 years with multinational or large national companies.
