Job Description

  • Develop and manage the proposal, bidding, and negotiation process.
  • Manage and supervise estimations for timescales and costs.
  • Supervise the project at all stages and provide solutions to problems.
  • Set up alerts for all important contractual and milestone dates.
  • Prepare cash flow, charts, and histograms on planning projects.
  • Ensure all purchasing activities support and strengthen the strategic objectives of the overall organization.
  • Review and assess total supply chain risk and identify opportunities.
  • Develop and measure key performance indicators to determine and improve the effectiveness of the purchasing function.
  • Prepare or oversee the preparation of reports and statistics related to the purchasing function for upper management
  • Identify, qualify, and select vendors of materials, equipment, products, or services, and conduct overall supplier management.
  • Consider all projects’ needs including required items and subcontractors throughout a project and dates of requiring them, classify parallels, and conceive a plan for needs supply.
  • Update a needs plan according to sudden changes to the project's schedule and stages of implementation in coordination with the planning team.
  • Review and approve price quotations provided by suppliers and subcontractors. 
  • Revise inventory reports regularly, take over items that reached the order limit, measure the quantities needed to be purchased according to the needs plan, and assign the necessary preparation requisitions to the team.
  • Manage the preparation and creation of subcontractors’ contracts and ensure a thorough archiving system is established.
  • Expect unfavorable events through analysis of data and prepare control strategies.

Job Requirements

  • Bachelor's Degree in Engineering 
  • 15 - 20 years of experience in construction is a must.
  • Knowledge of sourcing and procurement techniques and a talent for “reading” the market.
  • Strong negotiation and problem-solving skills
  • Strong leadership capabilities.
  • Certified IPMA is preferred 
  • Excellent command of the English language is a must.
