General Description
The PMO Senior Manager plays a strategic leadership role in overseeing the planning, execution, and financial governance of IT and digital transformation initiatives across the KPJ Group.
This role ensures that all projects are delivered in alignment with corporate goals, within approved budgets, and under structured governance and compliance frameworks.
In addition to project governance, this role is responsible for financial oversight including CAPEX/OPEX tracking, back charging mechanisms, and financial forecasting, in close collaboration with Group Finance, Procurement, and Legal.
The incumbent must have strong knowledge of IT systems, financial controls, and project governance best practices
Job Description
PMO Strategy & Governance
Develop, implement, and maintain IT PMO frameworks, policies, tools, and documentation standards.
Ensure all projects adhere to internal SOPs, audit compliance, LOA, and regulatory requirements.
Establish and manage a structured reporting cadence including dashboards, KPIs, and risk assessments.
Conduct post-implementation reviews and audits to assess performance and identify improvement areas.
IT Financial Management
Monitor, track, and control CAPEX and OPEX utilization across the IT project portfolio.
Work with IT Finance and Group Finance to manage annual budget planning, reforecasting, and cost governance.
Coordinate cost allocation/back charge models to hospitals and subsidiaries based on IT service consumption to Head of IT Finance.
Support procurement validation, cost benefit analysis, and contract financial alignment with GP and Legal.
Ensure accurate financial documentation, including project justifications, financial impact statements, and budget utilization reports.
Program & Project Portfolio Management
Oversee delivery of strategic IT initiatives including infrastructure upgrades, system implementations, and digital projects.
Maintain full visibility of project health, including timelines, risks, dependencies, and resource allocation.

Escalate risks and variances proactively and drive mitigation plans to keep projects on track.
Ensure integration of finance, legal, procurement, and compliance perspectives in program execution.
Stakeholder Engagement
Act as a key liaison between Group IT, Finance, Legal, Procurement, and hospital/operating units.
Collaborate with internal business units to understand operational needs and align projects accordingly.
Facilitate executive-level reporting, steering committees, and stakeholder updates.
Lead communication efforts for critical projects and ensure transparency of status, risks, and decisions.
Leadership & Team Development
Lead and mentor the PMO team, including project managers, analysts, and support staff.
Foster a high-performance, delivery-oriented culture with accountability and continuous improvement.
Provide coaching, capability building, and succession planning for PMO resources.

Bachelor’s degree in information technology, Finance, Business Administration, or a related field is required.
A completion of a recognized professional certification (e.g., ACCA, CIMA, CPA) is highly preferred.
Minimum 10 years of project/program management experience in IT or enterprise transformation, including 5+ years in a leadership role.
PMP, PRINCE2, or equivalent certification is required.
Strong background in IT budgeting, financial governance, cost monitoring, and CAPEX/OPEX controls.
Experience with digital transformation, enterprise systems, and large-scale IT implementations.
