Job Description

Job Summary:The Senior Officer, Quality and Patient Safety is responsible for leading quality and patient safety initiatives to accomplish the goals and objectives of the organization. The Senior Officer, Quality and Patient Safety will use a broad and deep knowledge of practice and systems to support the quality measurement, quality improvement, regulatory readiness, and patient safety functions. The Senior Officer, Quality and Patient Safety implements and evaluates all aspects of an integrated Patient Safety Program, plays a key role in the development and nurturing of a culture of safety throughout the organization, and drives the organization's commitment to continuous quality improvement.Responsibilities:Quality ImprovementDevelops, leads, oversees and project manages the quality, patient safety, and accreditation programs, in conjunction with the Sr. Manager of Quality, Patient Safety, to accomplish the goals and objectives of the Organization.Provide ongoing assessment and support for continuous quality improvement and risk management and support its infrastructure.Assist in the development, review and maintenance of policies, procedures, guidelines, and other documents as applicable.Initiate improvements to the QPS program, to ensure it evolves as new information becomes available.Drive activities related to the education of Caregivers, such as, New Caregiver Orientation, annual refresher training and ad-hoc training.Contribute to the continuous improvement of safety culture.Regulatory ReadinessProvides leadership and promotes understanding for organizational readiness on DOH/DHA and Joint Commission International (JCI) preparation, standards interpretation, surveys and response.Provides concurrent and retrospective reviews and abstraction to assess compliance with standards/regulatory vulnerabilities and works with department leaders and staff to improve achievement.Actively coordinates the organization's readiness rounds program and is primarily responsible for the development, communication, implementation and tracking of action plans necessary to close identified gaps in care or compliance.Participates in all accreditation and regulatory activities, including surveys, survey preparation, readiness assessments and Tasneef audits.Develops comprehensive accreditation workplans by establishing deliverables, accountabilities, and timelines.Manages onsite accreditation and regulatory surveys; supports command center activities.Contributes to the development of recommendations aimed at changes in practices to ensure compliance.Assist in the preparation of comprehensive reports including recommendations and appropriate action plans.Disseminates the results of inspections and audits.Collects, validates and reports data related to hospital accreditation, specialty certification, Department of Health and/or Dubai Health Authority regulatory requirements and Jawda Data Certification (where applicable)Clinical Risk ManagementIn coordination with the Sr. Managers, QPS, manages tasks to provide risk management and patient safety support including analyzing and documenting clinical/reporting processes, developing and documenting action plans to reduce risk and improve quality of care, and participating in system planning and quality/patient safety meetings.Reviews and investigates internal patient safety event (incident) reports and analyzes level of harm, risk and liability exposure.Coordinates recall/safety alert notices and tracks activity related to those notices.Data Analysis / Process ImprovementWorks with clinical and operational staff to develop and maintain performance measurement processes (identification of measures, benchmarking, KPI development, systems documentation, and reporting/dashboard deployment).Ensure KPIs are validated and reported consistently.Submits data per internal (i.e., QSC and Mubadala Health Corporate reports) and regulatory requirements (i.e., quarterly Jawda reporting)Work with analytics team to develop outcome measurement including identification of key metrics. Establishes practical data collection and communication plans for improvement teams.Helps identify best methods and processes for performance improvement including developing project plans, facilitating group process, and training related to data collection/reporting.Provide education to Caregivers in selecting improvement measures and using continuous improvement tools.Engaging with StakeholdersSupports quality improvement efforts through collaboration with multi-disciplinary audiences, from executives to front line staff.Initiative to work independently (self-direction) and ability to collaborate with multi-disciplinary teams for maximum efficiency and effectiveness. Effective communication (both written and verbal) and organizational skills, with appropriate task prioritization, is required.Serves as a resource to the team and all other staff in provision of Quality practices.Participates in committees, task forces that are interdisciplinary or interdepartmental as needed.Positively & actively participates in organizational change.Professional / Personal ResponsibilitiesWork towards meeting departmental strategies and KPIs and display a shared commitment towards contributing to the organizations mission and vision.Adhere to organization policies and procedures.Maintains knowledge of key operational systems and workflows.Contributes towards a culture of continuous improvement resulting in enhanced coordination of work activities and improved efficiency.Always maintain professionalism and confidentiality.Qualifications:Bachelor’s Degree in nursing, Healthcare Management or equivalent field.Minimum five (5) years in healthcare Quality and Patient Safety are required.Working knowledge of Quality Improvement principles and oversight of regulatory compliance is required.Certified Professional in Health Care Quality (CPHQ) or equivalent required.Development and implementation of quality and safety programs.Experience with UAE healthcare regulatory framework.Strong presentation and facilitation skills.Strong problem solving, project management and teamwork skills.Demonstrated experience managing quality and safety projects.
