Job Description

TITLE:  Fleet Officer
REPORTS TO: Senior Logistics Officer LOCATION: EGYPT-Cairo
GRADE: 4 CONTRACT LENGTH: 12 months

CHILD SAFEGUARDING:


Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



ROLE PURPOSE:


This role will be responsible for the management of the fleet (rental and owned) of SCI vehicles in EGYPT. This person will be responsible for supervision of drivers and will support the Senior logistics officer to apply the best use of Save the Children’s fleet resources.


The post-holder will be responsible to help enforcement of fleet policies and procedures and capacity building to newly recruited drivers.


The position holder will be responsible for asset management, and perform some buying activities.



KEY AREAS OF ACCOUNTABILITY:


Essential


  • Provide functional support to the response teams on fleet management, ensuring alignmen with the fleet policy, associated manuals, and procedures on all fleet related matters.
  • Maintain all relevant documentation related with daily fleet management according to SCI policies.
  • Build capacity of drivers (SCI employees and drivers under service contract) and ensure policies and proceedures are followed.
  • Compile and complete all necessary data and monthly reports as per SCI policies and proceedures.
  • Monitors the issuing and use of fuel by maintaining an accurate, clear, and transparent record of fuel consumption for vehicles and generators.
  • Forecasts and ensures suffiecient fuel contingency levels are appropriate for continuing SCI operations. 
  •  Coordinates transportation of staff and goods in the field.
  • Ensure that all Standard Operating Procedures (SOP) regarding safety, security and transportation are implemented and adhered to by hired drivers and SCI passengers.
  • Acts as focal point for all daily movements and security authorizations needed for transportation of staff and goods.
  • Coordinates with transportation companies for the proper delivery of goods for international and national deliveries.
  • Manage day-to-day operation of the fleet both owned and rented vehicles, ensuring compliance with SCI procedures and fleet manual (vehicle checks, fuel, routine maintenance, logbooks, license renewal, insurance, driver files, vehicle files, data input etc.)
  • Ensures that Cairo office fleet is performing optimally (efficiency and effectiveness) and in adherence to good fleet management practices as well as in compliance with SCI fleet policy and other legal requirements.
  • Manage rental Vehicles/buses framework agreements, starting from receiving the rental requests, till finalizing the payment requests.
  • Work on updating the weekly-consolidated fleet plan and share it with relevant stakeholders.
  • Receive and review vehicles’ log and report them on monthly basis.
  • Monitor the vehicles’ performance, keep records for the vehicles’ including (maintenance, insurance, license renewal schedule
  • Ensure that drivers are following SCI Fleet and safety and security procedures and requirements.
  • Responsible for reviewing drivers’ overtime, per Diems, and effort reports.
  • Responsible for the asset register in accordance with SCI and donors’ procedures.
  • Ensure keeping the asset register up to date, by receiving the updates from the procurement team on monthly basis. 
  • Submit the updated asset register to the supply chain manager and/or asset focal point on monthly basis.
  • Coordinate with the projects’ managers the projects’ closure in terms of assets disposal plan, and assets close out checklist.
  • Apply SCI mandatory templates on all assets movement, donation, and disposal.
  • Other duties as assigned.
  • The role holder is required to carry out the duties in accordance with SCI Health and Safety policies and procedures.

QUALIFICATIONS AND EXPERIENCE


Essential:


• Bachelor’s degree in relevant business field is required


• 3-5 years of work experience in the field of Supply chain and Logistics is required.


• High computer skills on MS office programs especially MS Excel.


• Highly developed interpersonal and communication skills including influencing, negotiation and coaching.


• Highly developed facilitation and capacity building skills.


• Good communication and writing skills in English language is required.


• Commitment to Save the Children’s values.
