SummaryAbout the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.This announcement is for Temporary deployment tours which vary in length depending on location. Tour lengths may be 6 months, 9 months or 1 year being the most often used.Learn more about this agencyHelpDutiesProvides technical expertise to manage the fiscal functions essential to the mission execution of an overseas District Office.Responsible for up to 400 projects funded by numerous appropriations and managed through a wide variety of reporting and information systems.Provides guidance and advice to the technical staff regarding statutory, and regulatory funding limitations.Develops independent statistical studies and analysis incident to mission performance and internal programming review and analysis.Analyzes actual costs against construction contract placement to assure supervision and administration (S and A) goals are not exceeded.Advises program and project managers in relating program objectives to available funds.Distributes and balance workload and tasks among employees in accordance with established work flow, makes adjustments to accomplish the workload in accordance with established priorities.Maintains current financial and technical knowledge to answer questions from team members on program or financial procedures and policies.HelpRequirementsConditions of EmploymentAppointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DOD 5200.2-R. The incumbent is required to possess or obtain and maintain, for the duration of employment, a Secret security clearance.EMERGENCY ESSENTIAL - The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.MEDICAL EXAMINATION - This position requires you to satisfactorily complete a medical examination for deployment. Lack of sleep may occur due to long working hours.LIVING CONDITIONS- The incumbent’s living conditions range from having all basic amenities such as including utilities like: light, power, water, and refrigeration; to having none of these amenities.QualificationsNOTE: All deployment tours are limited to a maximum length of 2 years total unless Mission changes require an extension; approval is required.If you are a current Army employee, this will be a temporary reassignment, promotion or change to lower grade.If you are an Army employee who does NOT have current competitive status, return placement to your permanent position cannot be guaranteed upon the end of your deployment tour. USACE will not be responsible for placement once your deployment tour ends.Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of 2 years. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: providing technical expertise to manage the fiscal functions essential to the mission of an overseas office; analyzing existing design and construction projects for future design and construction forecasts; advising program and project managers in relating program objectives to available funds.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).You will be evaluated on the basis of your level of competency in the following areas:Administration and ManagementCost Estimation and AnalysisWorkforce PlanningTime in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). All qualification requirements must be met within 30 days of the closing date of this announcement.EducationSome federal jobs allow you to substitute your education for the required experience in order to qualify.
