Export & Agency Finance Head of MENA & Turkey – Managing Director

We provide clients with dynamic information, tools, and APIs to effectively manage their portfolios, financial positions, working capital and supply chains.  One of key divisions of TTS is the Export & Agency (“EAF”) finance team.

EAF arranges short, medium and long-term structured financings with the support of Official Agencies (including export credit agencies (“ECAs”), development finance institutions (“DFIs”) and multilateral development banks (“MDBs”) to Citi’s Banking and Commercial Banking client base.  EAF operates as a global platform which has the ability to structure, arrange, underwrite, syndicate and lend under bespoke debt financings that defeat risk through credit and political risk support from Official Agencies and/or access their funding, lending or interest support programs.  

EAF is implementing a growth plan with a view to significantly increasing the number of loans that it originates and books each year.  In order to support in the ramp up of activities EAF intends to establish a new team in Dubai with the responsibility for all aspects of loan origination, structuring and arranging services for clients based in the GCC, North Africa and Turkey.   

Key Responsibilities

Industry Coverage to include Public Sector, Metals & Mining, Shipping & Transportation, Power, Oil & Gas, Telecom, Infrastructure, Financial Institutions, Aviation and all sectors linked to the energy transition.

The candidate will:

• Develop and implement a strategy plan to grow the EAF business in the Middle East, North Africa and Turkey region (“MENAT”) including delivery of all financial, capital, risk, talent, technology and operational objectives.
• Assume responsibility for lending decisions and portfolio risk management related to the EAF business in MENAT.
• Drive client and agency (ECAs, DFIs, MLAs, etc) engagement across the MENAT business.
• Assume responsibility for engagement, articulation and implementation of strategy with all internal stakeholders, including TTS colleagues, Banking & International colleagues, Citi Commercial Bank (CCB) colleagues and all relevant 2LOD and 3LOD partners.
• Ensure the risk and control framework for the MENAT business is aligned to Citi’s policy and procedures.
• Build a small team based in Dubai to be fully integrated into the EAF global platform and assume responsibility for setting the conduct and culture agenda for the team and support on all HR related issues.

The selected candidate will have:

• A detailed understanding of the ECA and Agency finance market with a minimum of 12 years of industry experience.
• Relevant ECA experience in the MENAT region and an understanding of the market dynamics across the GCC, N.Africa and Turkey with a willing to travel to relevant markets across the region to deliver the objectives of the business.
• High level knowledge and understanding of liquidity, capital management and balance sheet optimisation.
• Corporate finance and lending skills (including asset, infrastructure and/or project finance experience).
• Track record of managing EAF professionals within a similar institution and working in a high performing, geographically distributed product and structuring team.
• Vision, capability and energy to devise and implement strategic initiatives.
• Strong interpersonal skills, with the ability to partner with key stakeholders and senior management and influence the strategic direction of the business.
• Superior organizational skills.
