Job Description

Overview:

IBTCI is currently seeking a Chief of Party for the anticipated USAID/Egypt Learning Activity. The purpose of this Activity is to provide monitoring, evaluation and learning (MEL) support services and build the capacity of USAID/Egypt and implementing partner (IP) staff, with a special focus on organizational c learning and utilization of data collected during monitoring and evaluation. The objectives of the technical services and capacity building activities include: improved use of Collaborating, Learning, and Adapting (CLA), support in implementing MEL aspects of USAID/Egypt’s Country Development Cooperation Strategy (CDCS), and enhanced organizational effectiveness.

Essential Duties/Tasks and Responsibilities:

  • Provide overall management and leadership regarding all aspects of the project, including implementation, reporting, representation, and supervision of technical deliverables, the budget, the project team, and other relevant activities;
  • Serve as primary liaison with the USAID Contracting Officer’s Representative;
  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID;
  • Provide strategic direction and overall supervision and successful management of the Activity;
  • Develop and oversee program work plans and budgets based on expected Activity outputs and results using an adaptive management approach;
  • Identify issues and risks related to project management in a timely manner;
  • Track performance monitoring analysis and apply course correction as needed;
  • Ensure management of sound administrative practices with regard to recordkeeping in accordance with both donor regulations and internal policies;
  • Manage the project’s financial resources in accordance with the budget as well as donor and IBTCI policies;
  • Supervise, develop and mentor staff;
  • Manage all fiduciary duties in a responsible and professional manner, and;
  • Any other duties as assigned.


 

Job Requirements

  • Master’s Degree, or higher, or a bachelor’s degree and 5 years’ experience in addition to the required minimums;
  • At least 10 years of experience in international development, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills;
  • At least 5 years of experience as a COP or senior field management experience such as Project Director, Regional Director or Country Director roles, demonstrating professional interaction with senior U.S. and foreign government officials;
  • Thorough familiarity with principles and current approaches to ME&L, using both quantitative and qualitative methods, knowledge management, organizational learning, and/or organizational development;
  • Project or program management including supervision, staff development, and mentoring;
  • Successful leadership in an intercultural team environment in a development context;
  • Demonstrated ability to be collaborative, flexible, and creative;
  • Excellent communications and interpersonal skills with evidence of ability to establish strong working relationships with diverse stakeholders;
  • Evidence of open and learning-oriented management style;
  • Proven success in leading highly collaborative, dynamic teams and managing change;
  • Proven experience in iterative, flexible, adaptive management of teams and projects;
  • Design and management of Monitoring, Evaluation, and Learning (MEL) systems for development projects;
  • Thorough technical knowledge of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations;
  • Fluent English and experience with authoring reports for USAID;
  • Exposure to Egypt’s development challenges; and
  • Experience in non-permissive environments.
