Job Description
- Oversee implementation and communication of City’s HSE policy and management system to employees, across areas of operations.
- Highlight risks and weaknesses concerning the provision of HSE measures and compliance and recommend measures to mitigate their impact, and address cases of non-compliance.
- Identify and communicate regulatory requirements that apply to the City’s operations and activities. Ensure that City operates in compliance with all regulatory requirements.
- Identify and respond to changes in facility operations or regulatory compliance requirements.
- Lead the process for ensuring the input of HSE requirements in the planning and design of new or modified facilities and activities.
- Establish and maintain an HSE Training Plan to identify training requirements for all employees, and schedule and conduct HSE training. Maintain HSE-related training records, in line with regulatory and company requirements.
- Establish and maintain a process for communicating with regulatory agencies regarding HSE requirements and performance.
- Oversee and report on HSE compliance audits, and assessment of HSE management systems to ensure that the City is meeting its obligations on HSE, legislation, policy, and standards.
- Coordinate with appropriate personnel in the implementation of a corrective action program to mitigate HSE risks and issues.
- Track the status of all non-conformance, corrective actions, and root cause analysis. Coordinate investigation of all non-compliance with appropriate personnel.
- Provide advice on matters relating to HSE and statutory compliances to the Senior Management.
- Provides expert advice on the HSE requirements set into various contracts, as appropriate.
- Design disaster response or crisis management activities, such as ordering evacuations, opening public shelters, and implementing special needs plans and programs
- Develop and maintain liaisons with other Organization departments to facilitate emergency plan development, response effort coordination, and exchanges of personnel and equipment
- Design and administer emergency or disaster preparedness training courses that teach people how to respond to major emergencies and disasters effectively
- Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation
- Develop and perform tests and evaluations of emergency management plans in accordance with governmental regulations
- Collaborate with other departments to prepare and analyze damage assessments following disasters or emergencies
- Propose alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations.
- Coordinate with the medical department in order to plan, implement and administer programs and services in a health care or medical facility, including personnel administration, training, and coordination of medical and nursing staff
- Create or implement security standards, policies, and procedures
- Plan, directed, or coordinate security activities to safeguard Organization assets, employees, guests, or others on city property
- Develop, implement, monitor, and evaluate policies and methods to protect personnel against harassment, threats, or violence
- Communicate security status, updates, and actual or potential problems, using established protocols
- Develop, implement, monitor, and evaluate protocols for environmental health and safety
- Create or implement environmental health and safety standards, policies, and procedures
- Develop and maintain effective relationships with all federal and government officials.
- Coordinate with various departments and colleagues and provide inputs to multiple officials.
- Provide operational support to all legislative processes and ensure compliance with public policies and objectives.

- Public Safety and Security — Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions
- Customer and Personal Service — Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
- Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- English Language
- Law and Government — Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
