Job Description

  • Follow-up on accountability frameworks surrounding risk management and ways in which accountability can be monitored and measured against;
  • Work closely with Budget Centers (BC) during the audit and support timely and appropriate implementation and closure of audit recommendations in collaboration with RO business focal points;
  • In collaboration with RO business focal point and by using the tools introduced by HQ, track and follow up compliance measures in management, operational and Planning areas;
  • Support CRM team and actively cooperate with Budget Centers on analyzing and consolidating compliance data and statistics by using compliance monitoring tools, identifying bottlenecks and proposing corrective measures.
  • Regularly monitor and follow up with budget centres on the status of the risk register and alert to emerging internal risks, as well as the effectiveness of the instituted risk measures;
  • In coordination with CRM team, provide necessary support to budget centers on the implementation of the risk management framework; assist budget centers risk focal points to update the risk register in the global Risk Tool.
  • Support the development of internal capacity building for compliance and risk management; participate in the development of training tools in risk management and compliance applicable to different audiences and raising staff awareness;
  • Engage in post facto transaction review and involve in DI/DFC assurance missions to countries;
  • Perform any other duties as assigned by Regional Compliance and Risk Manager.

Job Requirements

Essential

University degree in Business Administration, Finance, Economics, audit or related field.

Desirable

Advanced university degree in Business Administration, Project Management, compliance, Audit, economics or related field.

Experience

Essential

  • Minimum 5 years of combined experience in the area of administration or operational audit or compliance at the national and international levels in complex organizations inclusive of field experience and extensive work experience in an emergency environment. 
  • Work experience must include financial auditing and/or administrative compliance related to technical programmes and administrative operations in a public health or humanitarian international context. 
  • Proficiency with ERP system, Microsoft office. Working in a multi-national setting with people from different cultural backgrounds.
  • This position will require frequent travel to EMR countries.

Desirable

Experience working in WHO, the UN and/or international organization or recognized humanitarian organizations at the regional/country level. Experience in collecting and various approaches to data analysis of large datasets, including reporting data.

Functional Knowledge and Skills

  • Extensive practical knowledge of auditing and financial compliance principles and techniques, especially with respect to large administrative operations at national, regional and/or global levels.
  • Proven ability to introduce adjustments and recommend improvements to administrative procedures and financial process.
  • Ability to clearly and articulately present concepts and procedures on a broad range of issues.
  • Proven ability to perform and adapt to complex and changing political, social, and economic contexts.
  • Knowledge of WHO or other UN agencies’ governing mechanisms, procedures, planning and programme management.

Use of Language Skills

Excellent knowledge of written and spoken English. Working knowledge of other UN language would be an advantage.
