Job Description

OBJECTIVES OF THE PROGRAMME

  • To work with Member States and other technical units to improve the availability, quality and use of health information at country and sub-national levels and to strengthen the evidence base at regional and global levels to monitor health, reduce inequalities in health and evaluate programme effectiveness.
  • To develop and strengthen regional and national capacity to monitor health situation, trends, inequalities and determinants using global and regional standards;
  • To synthesize, generate and provide health information and statistics for evidence-informed policy formulation and decision-making at national and sub-national levels, with emphasis on SDGs and UHC objectives, and national priorities and needs
  • To collaborate with global and regional mechanisms for developing health information systems;
  • To facilitate resource mobilization (human resources, technical and financial) for health information systems strengthening in the region, including global and regional partnerships.
  • DESCRIPTION OF DUTIES
  • Under the direct supervision of the Director, Information, Evidence and Research (IER), the incumbent will perform the following duties:
  • Lead the efforts to assess regional and national health situations and trends taking into account regional priorities and targets, and ensure quality of all WHO information products, with a focus on health and health related SDGs;
  • Generate and consolidate information through regional health information observatories, data platforms and monitoring dashboards in order to support evidence-informed policy-making on SDG progress;
  • Coordinate the development or adaptation of required standards, methods and tools for health-related information and implementation of the regional strategy for core-indicators reporting;
  • Establish and lead related regional and sub-regional collaborative and peer-learning networks and activities including technical forums and regional expertise networks to strengthen capacity for countries on SDGs/UHCs tracking and improve accountability;
  • Provide technical support to countries to strengthen regional and national institutional capacity for equity-oriented monitoring and evaluation of public health using data from routine health information systems, surveys and other sources, such as civil registration and vital statistics (CRVS) systems;
  • Collaborate with national entities to develop health information national capacity; develop and implement national strategies for strengthening national health information systems (including CRVS systems) as a tool for decision-making at all health system levels;
  • Develop or coordinate the development of the required regular or ad hoc reports and monographs (e.g. country health profiles, regional health profile, programmatic frameworks), analysis outputs (e.g. assessment reports, survey reports), GIS products (including maps), technical papers, presentations and other products related to the assigned responsibilities;
  • Maintain the Regional Health Statistics Database and country profiles as a regional information source and tool for regional programme monitoring, evaluation and reporting;
  • Coordinate outputs of the Regional Database and other sources of information in a knowledge sharing mechanism, including the regional GIS and web-based tools;
  • Advocate and supervise the implementation of the population-based and facility surveys to supplement the routine health information systems;
  • Liaise with other UN agencies, regional and national entities in order to improve the capacity and capability to achieve the specified tasks.

Job Requirements

  • REQUIRED QUALIFICATIONSEducationEssential: University degree in medicine, veterinary, biostatistics, statistics, econometrics, demography or public health, and master's degree or above in biostatistics, epidemiology, health systems research or health informatics.
  • Desirable: PhD in one of the above mentioned fields.ExperienceEssential: At least ten years of progressive experience at the national and international level in the field of public health, particularly in health information systems, health surveys and research field.
  • Desirable: Experience with the UN.Skills- In depth knowledge in health situation analysis, biostatistics and / or epidemiology (including data collection, quality check, analysis), survey conduct, management of large datasets.- Excellent management capacity, including networking and alliance building- Knowledge and experience of International Classification of Diseases (ICD); International Classification of Functioning, Disability and Health (ICF), and related classifications-Knowledge in health statistical informatics, indicator development, monitoring and evaluation and use of statistical and health information products in supporting decision making process

REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 87,108 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1967 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
