About the Role:Reporting to the Senior Manager, Talent Management, you are responsible to manage the areas of learning & development, competency development, internship within functions of Borouge PTE. He/she will require to support in Talent management and succession planning as and when, as applicable.Involvement in designing, developing, implementing and monitoring of products and service; review policies and procedures, perform data analysis and audits on training effectiveness according to business requirements and internal SOPs.Displays maturity and excellent interpersonal skill with desire to work closely with leadership team and regional stakeholders to implement strategies and plan.This position is based in Singapore.Key Accountabilities:Learning & DevelopmentIdentifying individual and organisational level development needs, and ability to translate needs to learning interventionsReview company/regional Training Needs Analysis (include data collection, analysis, recommendations) with a view towards establishing organisation development solutionsManage implementation of existing training plans, training budgets, training roadmaps and training programs for continuous improvement to meet changing business needsManage implementation of administrative procedures such as audit findings to comply with ISO requirementsImplement enhancement on Learning Management System (LMS) to support build-up of Learning OrgansiationCompetency System ManagementConsolidate and enhance competency framework to build competency based system for employee assessment and developmentImplement competency assurance process to support employee career progressionProvide advice to employees during competency assessment to ensure process compliance and objective assessmentImplement competency roadmaps to align with organisation changing needsReview and maintain competency profiles to support employee development interventionsContribute to the establishment of in-house academy, as applicable.Organisation Development and Employment BrandingAssist manager in assessing organisational effectiveness via regular interactions with the business. Have the ability to identify and provide constructive feedback with aim to improve team synergies, organisation culture and productivityEnsure Borouge’s presence and participation in career fairs, career talks, relevant industry networking events, forums and learning institution sponsorshipsDrive collaboration with universities in overseas and local internship programLeadership DevelopmentSupport in evaluating existing proficiencies and capabilities within leaders to identify gaps to improve and continually offer adequate leadership development programs to enhance company-wide leadership depth and bench-strengthSupport in implementing in-house leadership mentor pool to achieve leadership pipelineTalent Management & Succession PlanningSupport senior in Planning and organising People Day processes for talent review and succession planning to identify high potentials at function and organisation levelsSupport senior in coaching identified high potentials on how to optimize their growth and development through career development programs and learning recommendationsAbout You:Minimum Bachelor Degree in Human Resources or related field will be desirableMinimum 6 years of relevant working experience in planning, implementation of Learning & Development, Competency Development and Career Development in MNC organisationExperience in setting up and maintaining HRIS (LMS) is a plusConfident and competent with track record in project management and facilitation skillsDemonstrate high level data management and analytics skills, strength in interpersonal communication and negotiation skills2039
