Your Opportunity  


Our client is responsible for Facilities Management (FM) delivery across Neom Sindalah Island and this role within the Managing Partner team (the delegated authority) is designed to act as a dynamic bridge between the client and our FM Service Partners (SP), ensuring a seamless flow of communication and alignment on project goals of HSE (Health, Safety and Environment). This position is essential for maintaining the highest standards of safety, collaboration and excellence, directly contributing to the success of the Ultra Luxury Island.


Key Accountabilities


  • Implement and drive the company HSE IMS, SOPs, plans and policies and ensure that all employees, contractors, and temporary workers are made aware of their individual responsibility.
  • Liaise with the safety manager over the full range of their duties and responsibilities, with respect to inspections, audits, report recommendations, changes in legislation.
  • Develop annual business HSE training and audit plans, review the risk register, identify areas of high risk and implement appropriate mitigations and corrective actions.
  • Implement, maintain, and enforce the established client HSE policies and procedures to ensure the site work process is performed in compliance with the approved HSE management plan & procedures.
  • Establish measurable safety goals and objectives which are monitored as part of performance reviews.
  • Submit a weekly, monthly and annual update covering aspects such as adherence to the contract, HSE standards, engagement with stakeholders, and any incidents or risks encountered.
  • Ensure accident and near-miss reporting procedures are understood and complied with and assist with accident investigations where appropriate.
  • Ensuring that all hazards, accidents, and incidents are adequately investigated and resolved.

Specific Requirements


  • Minimum 15 years’ experience, 5 of which are in a similar GCC based role enforcing HSE policies, procedures and tools across a mixed-use real estate assets.
  • Experience preferred operating within Luxury environments of Master Communities, Island, Marine, F&B, Hospitality.
  • KSA experience desirable.
  • Minimum bachelor's degree in HSE management or similar.
  • Holder of CSP, CSHM, NEBOSH, IOSH or similar.
  • Holder of a valid First Aid Certificate
  • Holder of ISO Auditor certificates
  • Fluent in verbal and written English. Arabic desirable.
  • Proficient in Microsoft packages including Word, Excel and PowerPoint. Adaptable to use company systems as required to the operations.
  • Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
