Project Description



The goal of the USAID Teacher Excellence Initiative Activity project is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The activity will achieve this goal through the following results:
At least 7,500 pre-service teachers in undergraduate programs at Faculties of Education in five Egyptian universities have the skills and knowledge to apply practice-based, experiential teaching methods in the classroom. 5,000 in-service teachers in postgraduate programs at Faculties of Education in 15 Egyptian universities apply practice-based, experiential teaching methods in the classroom. 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education. Research Grants: EDC-Teacher Excellence Initiative goal is to provide capacity building for Faculty members by supporting research grants for 15 Faculty of Education members. Teacher Excellence Initiative component (3) target to develop a framework and manual for grants component and resources that help FOE faculty develop research grants applications and conduct research. Initiate request for applications (RFA) for the first cohort. Review research grants applications and announce award winners and start the implementation of the proposed research.

Job Description



The Grants Manager will oversee the operational aspects of the USAID Teacher Excellence Initiative Grants Program and ensure that it is runs efficiently and transparently in coordination with the USAID Teacher Excellence Initiative technical and finance staff Responsibilities include, but are not limited to, grant strategy development, workplan development, development of grant solicitations, and review of applications, grant applicant risk assessments, selection of grantees, grantee orientation and training, grantee performance monitoring and financial management. The Grants Manager will report to the Director of Finance and Operations and is expected to work closely and continuously with the technical grants team members. This is a full-time position based in Cairo, Egypt.
The Grants Manager responsibilities will include, but are not limited to:
Ensure the grants program complies with all EDC and USAID rules, regulations, and policies and in accordance with the EDC USAID Teacher Excellence Initiative Grants Manual. Under the supervision of Director of Finance and Operations and in close cooperation with senior technical advisor and EDC project management team, develop a framework, strategy and selection criteria for the grant component financial and operational policies and procedures. Direct the competitive Request for Application (RFA) processes, including the development of the RFA document oversight of the review of grant applications and selection of Grantees, and the technical and substantive requirements of grants. Assist in developing the annual program calendar and monthly work plan. Develop and oversee standard terms and conditions for grant award letters. Work with the technical grants team to review applications to ensure they are complete and meet all submission requirements. Review financial statements to ensure sufficient funds to cover expenses over the course of the grant period and establish the annual budget forecast. Prepare budget for each selected FOE member awarded a research grant. Review applications for ethical conflicts of interest or violations of academic integrity policies. Conduct and/participate in pre-RFA meetings or conferences as applicable. Ensure that risk assessments are performed for each Grantee and that results are incorporated into the grant. Negotiate final grant content and budget for each grant, in close coordination with the technical team. Prepare grant agreements and coordinate with the Director of Finance and Operations and EDC headquarters on related matters. Support the budgetary review of Grantees for any modification or extension of the grant agreement, while maintaining focus on the total budget. Review Grantee activity reports, deliverables, and expenses, and supporting documentation to ensure compliance with the terms of the Grant Agreement both financially and programmatically, in close cooperation with the technical team. Review grant modification applications and prepare grant modifications once approved. Prepare and submit accurate and timely technical statistical and financial reports. Advise management of risk involved and tasks that lead to disputes concerning contractual issues. Responsible for monitoring deliverables, cost estimates, and allowable costs. Control and verify milestones payments based on deliverables. Participate in the revision of the annual work plan and coordinate with the Grantees to revise the work plan and budget as necessary. Oversee the closeout of each Grant. Maintain a detailed grants status calendar and grants electronic filing system. Develop necessary guidelines for Grantees and organize training and guidance on grants management, as required.

Qualifications



Education:



Master’s degree in a relevant field (Business Administration, Finance, Accounting, or another related field).

Skills and Experience:



7 to 8 years of progressively responsible and directly relevant experience. Experience drafting and tracking an annual plan. Ability to understand/compare contract/grant data to develop and implement budgets, goals, and plans. Ability to compose reports and presentations of written documents based on analysis of information. Presented in an organized manner.

Language:



Fluency in Arabic and English is required.
