Project Description


The goal of the USAID Teacher Excellence Initiative Activity project is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The activity will achieve this goal through the following results: 


  • At least 7,500 pre-service teachers in undergraduate programs at Faculties of Education in five Egyptian universities have the skills and knowledge to apply practice-based, experiential teaching methods in the classroom. 
  • 5,000 in-service teachers in postgraduate programs at Faculties of Education in 15 Egyptian universities apply practice-based, experiential teaching methods in the classroom. 
  • 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education. 
  • Research Grants: EDC-Teacher Excellence Initiative goal is to provide capacity building for Faculty members by supporting research grants for 15 Faculty of Education members.
  • Teacher Excellence Initiative component (3) target to develop a framework and manual for grants component and resources that help FOE faculty develop research grants applications and conduct research. Initiate request for applications (RFA) for the first cohort. Review research grants applications and announce award winners and start the implementation of the proposed research.



Job Description

The Monitoring and Evaluation (M&E) Specialist is responsible for coordinating and supporting the project’s field-based monitoring and evaluation activities. The M&E Specialist will report to the project’s Director of Monitoring and Evaluation and will actively collaborate with program/technical managers and the US-based M&E Specialist to support the development of M&E tools, the integration of M&E across all program components, M&E data collection activities, and the development of M&E and program reports. The M&E Specialist may also support the Project Team’s communications and outreach efforts, in line with funder guidelines.


Essential functions include (but not limited to):  


  • Conduct field-based data collection activities, ensuring accuracy and timely completion of all field-based M&E activities.
  • Develop systems and mechanisms for collecting project data on the indicators, and track progress towards targets and milestones.
  • Analyze data and generate high-quality reports that highlight key findings, trends, and recommendations for program improvement.
  • Manage the project’s M&E systems, including performance indicator tracking, the data management system and the project account on the USAID information platforms.
  • Ensure the development of quality data systems, tools, and processes to capture accurate, timely M&E program.
  • Visit actively the project sites to gather both qualitative and quantitative evidence of progress and results.
  • Be involved in developing the annual work plan, and M&E activities associated with it. 
  • Support the preparation and presentation of accomplishments, impacts, and activities of the project to local stakeholders and donors.
  • -Participate in the development of the quarterly and annual reports and other periodic reports as needed.
  • Lead the implementation of structured learning mechanism for the project.
  • Conduct frequent orientation for staff on embedding learning opportunities into the project activities.
  • Supervise the management of data quality assessments (DQAs).
  • Oversee a communications and outreach plan to disseminate the project's activities and results nationally and, as appropriate, internationally.

Other Duties:


  • Understand the terms of the Teacher Excellence Initiative award, specifically, the expected project results, and ensure compliance with requirements related to M&E.
  • Participate in staff and technical team meetings, as necessary.
  • Provide support to other special initiatives as needed.
  • Demonstrate professionalism when managing sensitive and confidential documents and information and in working with co-workers and project partners.
  • Comply with the project and organizational policies concerning security, human resources, financial and grants management, the confidentiality of information, and the like.
  • Comply with EDC’s administrative and HR regulations, including policies and procedures on performance management and annual performance review.
  • Perform other duties as may be assigned by the MEL Director.

Qualifications

Education


Bachelor's degree in education, science, social science, or other related fields. Advanced degree preferred.


Skills and Experience


  • A minimum of 6 to 7 years of progressively responsible and directly relevant experience required.
  • Experience in managing M&E systems in USAID funded projects.
  • Experience in designing and carrying out M&E studies, reviews, and evaluations.
  • Experience quantitative and qualitative methodologies, operations research, management information systems, reporting, data quality assessments and data analysis.
  • Experience in conducting and/or coordinating data collection.
  • Experience with remote/virtual data collection through software like Kobo Collect or Qualtrics is a plus.
  • Experience in managing datasets in Excel. Experience with statistical software packages like SPSS is a plus.
  • Strong interpersonal skills and excellent oral and written communication skills in English required.
  • Capacity to work effectively with teams.
  • Strong time management and attention to detail.

Language


Fluency in English is required.
