Role Purpose

To take ownership of communications and networking project design, procurement, execution, testing, and project closure processes and to ensure that projects are delivered as desired, fit for purpose, on schedule and to budget, whilst maintaining safety, environment, security and quality control.

KEY ACCOUNTABILITIES & ACTIVITIES

• Lead the definition of project scope, goals and deliverables.
• Manage the relationship with all stakeholders.
• Constantly monitor and report on progress of the project to stakeholders.
• Ensure implementing the communication strategy and matrix.
• Organize the project resources, milestones, tasks, timeline, quality criteria, and safety plans with internal & external stakeholders including contractors, vendors and third parties.
• Study, implement, and manage project changes and interventions to achieve project outputs and goals.
• Measure project performance using appropriate systems, tools and techniques.
• Manage all project reporting functions including escalations when need be.
• Design and implement communication networks to support various public safety platforms.
• Confirm Health, Safety and Environment (HSE) Plans and make sure the project and vendors are in full compliance.
• Develop Quality Assurance and Quality Control (QA/QC) Plans and ensure functionality and implementation of these plans.
• Lead the process of project handover and manage all exception items/SNAG lists.
• Create and maintain comprehensive project documentation.
• Propose design improvements and optimizations based on best practices and requirements.
• Ensure network scalability, reliability, and performance by Design.
• Align with all internal stakeholders and system users, including Command and Control to ensure integration requirements are taken into consideration.
• Technically evaluate supplier bids to select appropriate proposal/solution.
• Collaborate with other security agencies to design, identify requirements to integrate systems for effective information sharing.
• Develop and maintain interworking models to ensure seamless communication between different platforms.
• Translate Technology use cases into design for connectivity & integration requirements.
• Lead Network Design meetings with other internal and External entities and Security Agencies for interworking and compliances.
• Understand different network protocols and how various public safety platforms integrate with each other.
• Examine and recommend network security measures to protect sensitive data and prevent unauthorized access.
• Ensure compliance with cybersecurity regulations and standards by design while integrating with External Entities.
• Collaborate with system vendor architects and designers to ensure network alignment with broader system performance goals.
• Stay up to date with the latest network security protocols and best practices.

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

• Proven experience in designing, implementing, and maintaining complex projects in the fields of communications & networking.
• Must be familiar with Optical Fiber design and reading jointing schemas, ODF operations, and physical connectivity in communication rooms and data centers.
• Strong knowledge of network security principles and best practices.
• Excellent problem-solving skills and the ability to troubleshoot network issues.
• Experience in network integration with external agencies or organizations.
• Strong communication and collaboration skills.
• Ability to review and propose design solutions.
• Knowledge of public safety platforms, VMS, CCTV, IoT, video analysis, robotics, and drones is a plus.
• Typically a team Player, who cross train and educate rest of the team .
• Willingness to learn and adapt to new technologies.
• Positive can-do attitude 

Qualifications

• A bachelor’s or master’s degree in computer science, information technology, or a related field.
• Relevant years of network architecture and Integration experience, including hands-on experience.
