Job Description


  • Monitor the annual procurement plan and ensure that all packages are received on date.
  • Manage the tender process for contractors/consultants/suppliers/service providers.
  • Review the tender documents and confirm the maturity of the received documents.
  • Prepare the bidders list.
  • Issue the EOI & secrecy agreement to potential bidders.
  • Publish the RFQ to the accepted bidders.
  • Communicate the package details with the legal team to prepare the contract template.
  • Handle all queries received from the tenderers & ensure clear replies are circulated to all tenderers.
  • Prepare the cost estimate for the package and benchmark prices.
  • Prepare the comparison sheets for the received commercial offers in accordance with the pre-estimate costs & benchmark prices.
  • Negotiate the prices & payment terms with the bidders to ensure maximum cost saving with fair market prices, balanced BOQ & best contractual conditions.
  • Prepare recommendation reports including reasons for awarding the package to a certain bidder and granting all internal approvals prior to issuing the contract for the awarded contractor/ consultant/ supplier/ service provider.
  • Communicate the final agreed contract terms with the legal team to prepare the contract agreement.
  • Prepare & Issue the Purchase orders.


 

Job Requirements


  • Bachelor degree in Engineering ' Major Architecture /Civil '
  • 5 - 7 years of experience in cost estimation & Procurement (preferably Contractor background).
  • Excellent command of English.
  • Excellent knowledge of MS office, Excel & Auto cad.
  • Strong analytical, critical, and logical thinking skills.
  • Strong organizational skills.
  • Strong multitasking skills.
  • Attention to details.
  • Ability to work in a fast-paced environment.
  • Strong Negotiation, communication, and interpersonal skills.
  • Market knowledge in sourcing of materials and services.
