Job Description

1. Receiving Requests for Elective Services:
o Receive requests for elective medical services from the PHC project and the
Follow-Up Team.
o Ensure that each case includes all necessary patient information, medical history,
and a clear description of the required elective procedure.

2. Coordination with Referral Focal Point Doctor:
o Collaborate with the Referral Focal Point Doctor to ensure that cases referred
from the PHC project are prioritized accurately and meet project criteria.
o Confirm the medical necessity of the requested elective services, ensuring proper
documentation and patient eligibility before scheduling.

3. Prioritizing and Scheduling Cases:
o Prioritize elective cases based on medical urgency, patient needs, and available
resources.
o Schedule elective procedures in alignment with the project’s budget, ensuring that
financial constraints are considered while maximizing patient care.
o Coordinate with healthcare providers to determine the availability of resources,
such as operating rooms and specialist doctors, and schedule accordingly.

4. Approval of Elective Services:
o Review the medical necessity of each elective procedure and issue approvals
based on project SOPs and available contracts with hospitals and healthcare
providers.
o Ensure that all approvals align with the budget and contractual terms between
Mersal Foundation and healthcare providers.
o Communicate approvals to the relevant teams and healthcare facilities to proceed
with scheduling and care.

5. Collaboration with PHC and Follow-Up Teams:
o Work closely with the PHC project team to ensure that referrals for elective
services are accurate and meet the project’s guidelines.
o Coordinate with the Follow-Up Team to ensure that patients who have been
discharged from hospitals are appropriately scheduled for necessary follow-up
procedures.

6. Documentation & Reporting:
o Maintain a record of all elective medical service requests, approvals, and
scheduled procedures.
o Provide regular reports on the status of elective cases, including any challenges
faced in scheduling or approvals, to the Project Section Head and Medical Team
Leader.

7. Compliance with SOPs and Budget Constraints:
o Ensure that all scheduling and approvals are done in compliance with the SHC
project’s SOPs and financial limitations.
o Monitor and control costs associated with elective services to ensure adherence to
the project budget

Job Requirements

1. Medical Degree (MD or Equivalent): Required, with specialization in a relevant field
(e.g., surgery, internal medicine, or other specialties relevant to elective services).
2. Clinical Experience: At least 3 years of clinical experience, preferably in a hospital or
outpatient setting, including exposure to elective procedures.
3. Experience in Elective Care Management: Knowledge of managing and prioritizing
elective medical services, including scheduling and approval processes.
4. Knowledge of UNHCR SOPs: Familiarity with UNHCR guidelines and the project’s
policies on medical services, including patient eligibility and documentation
requirements.
5. Strong Organizational and Time Management Skills: Ability to prioritize cases based
on medical urgency, available resources, and budget constraints. Experience managing
scheduling logistics is a plus.
6. Collaboration Skills: Ability to work effectively with the PHC project, Follow-Up
Team, and Referral Focal Point Doctor to ensure smooth coordination of services.
7. Approval and Budget Management: Experience in reviewing and approving medical
procedures based on medical necessity and budgetary constraints. Knowledge of contract
management with healthcare providers.
8. Communication Skills: Strong verbal and written communication skills in Arabic and
English (additional languages a plus) to interact with patients, healthcare providers, and
team members.
9. Problem-Solving: Ability to manage challenges related to patient scheduling, resource
allocation, and ensuring timely approvals for elective procedures.
10. Documentation Skills: Proficiency in maintaining records, preparing reports, and
documenting approvals in line with project requirements.
