Job Description

We are seeking a highly experienced and results-oriented Project Controls Department Manager to lead and oversee our planning and cost control functions .The successful candidate will be responsible for establishing and managing comprehensive project controls strategies and processes to ensure successful project delivery within budget and schedule. This is a critical leadership role for a seasoned project controls professional looking to make a significant impact on our projects across Egypt and KSA.

As the Project Controls Department Manager, you will be responsible for leading and managing the following key functions:

  • Strategic Leadership of Project Controls: Providing overall direction and leadership to the Project Controls Department, fostering a culture of accuracy, efficiency, and proactive problem-solving.
  • Ensuring Effective Project Planning: Overseeing the development and maintenance of detailed project schedules, including milestone schedules, baseline schedules, and look-ahead plans. This includes providing crucial planning support during tender studies and throughout the project lifecycle, ensuring alignment with client requirements, diligently monitoring progress, managing baseline updates, providing follow-up support to project management, and contributing to the development of corrective actions and claiming support.
  • Managing Comprehensive Cost Control: Directing all aspects of cost management, including detailed cost planning, rigorous cost control measures, managing subcontractors' contract escalations, establishing and maintaining the Work Breakdown Structure (WBS) coding, and ensuring effective monitoring of project resources.

Cost Control Function:

  • Develop and implement comprehensive project cost planning strategies and budgets.
  • Establish and maintain effective cost control systems to track expenditures against budget.
  • Manage and analyze potential cost escalations in subcontractor contracts.
  • Develop and maintain the project Work Breakdown Structure (WBS) coding system for accurate cost allocation and reporting.
  • Implement and oversee processes for monitoring project resources (labor, materials, equipment) and their associated costs.

Planning Function:

  • Develop, implement, and maintain project milestone schedules and detailed baseline schedules.
  • Provide comprehensive planning support during tender studies, including schedule development and analysis.
  • Offer proactive project management planning support throughout the project lifecycle.
  • Ensure all planning activities align with client requirements and contractual obligations.
  • Oversee the development and implementation of look-ahead plans to proactively manage upcoming activities.
  • Establish and manage robust progress monitoring systems and reporting mechanisms.
  • Lead the process of baseline schedule updates in accordance with company procedures and project needs.
  • Provide consistent project management follow-up support to ensure adherence to the project plan.
  • Collaborate with project teams to develop and track corrective action plans to mitigate schedule deviations.
  • Provide necessary planning support for the preparation and defense of project claims.

Job Requirements

  • Bachelor's degree in Engineering, Construction Management, or a relevant field is essential. Master's degree preferred.
  • Minimum of 18 years of progressive experience in project controls within the construction industry, with a significant portion in a managerial or leadership capacity.
  • Proven track record of successfully managing planning and cost control functions for large-scale construction projects.
  • Deep understanding of project planning and scheduling principles, methodologies (e.g., CPM), and software (e.g., Primavera P6, MS Project).
  • Strong knowledge of cost control principles, budgeting, forecasting, and earned value management (EVM).
  • Experience in managing subcontractor contracts and handling cost escalations.
  • Proficiency in developing and implementing Work Breakdown Structures (WBS).
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong leadership, communication (written and verbal), and interpersonal skills in both Arabic and English.
  • Ability to effectively lead and motivate a large team of project controls professionals.
  • Professional certifications in project management or cost control (e.g., PMP, PSP, CCP) are an advantage.
