Job Description
The Senior Accountant provides accounting and administrative support to the Finance Manager and program staff. He/she is responsible for initiating financial transactions in compliance with local accounting standards, GAAP, IIE policies and procedures, client requirements, partner requirements, and all other applicable laws, rules, and guidelines.
- Participates in - review of journal entries in PeopleSoft, including the uploading of supporting documentation and any reclassification entries.
- Reviews and processes payment and reimbursement requests.
- Reviews relevant procurement packages before processing payments.
- Reviews, processes, and tracks travel advances and expenses.
- May track petty cash for the office.
- May track and process accounts receivables.
- Supports payroll, tax compliance, and employee benefits administration.
- Calculates payroll, social insurance contributions, benefit contributions, and tax calculations.
- May track and document cost share for federal awards.
- Participates in the initial development and monthly review of office and/or programmatic budgets.
- Provides program expenditure analysis as needed.
- Assists with month end close-out procedures, including balance sheet reconciliation.
- Supports the preparation and presentation of annual financial statements required by the Ministry of Social Solidarity and other reports and documents for local audits.
- Create and maintain financial reporting and tracking systems providing data measurements on the financial performance of project and project activities.
- Liaising with programs sub-recipients to ensure timely reporting, funding, and compliance by conducting site visits to implementing partners.
- Prepare FT800 invoices for submission to USAID following the applicable rules and regulations.
- Serve as Deputy Finance Manager as needed.
Job Requirements
- Bachelor's degree in accounting, finance or relevant field.
- Knowledge of local Financial Accounting Standards, GAAP, and Tax.
- Familiarity with accounting software.
- Experience with contracts, client rules & regulations, and with current standards and guidelines. Knowledge of USG (e.g., USAID, Department of State) Operational Policy (ADS) preferred.
- Excellent proficiency with knowledge of Microsoft Office; internet software and database software.
- Strong organizational, problem solving and time management skills.
- Demonstrated attention to detail.
- Demonstrated ability to handle a heavy workload and changing priorities and tasks under strict deadlines
- Excellent interpersonal skills.
- Basic proficiency in English, written and oral.
- Strong interest and ability to work effectively in a team environment.
