Job Description
PURPOSE OF THE POSITION
In order to promote rational priority setting in health services WHO Regional Office for the Eastern Mediterranean (EMRO) has been promoting systematic designing, development, costing and delivery of essential health services package and essential intersectoral package of policy interventions i.e. UHC Priority Benefit Package (UHC-PBP). In this connection a close collaboration with Department of Global Health, University of Washington, has been developed which is responsible for developing the third addition of Disease Control Priority (DCP-3). Having conducted a regional meeting on development of UHC-PBP in October 2017 in Cairo, Egypt and a meeting of seven interested countries in August 2028 in Islamabad, Pakistan in collaboration with DCP-3 and having agreed with government of Pakistan to initiate work for development of a national UHC-PBP, the Department of Health System Development is seeking to strengthen its technical capacity by recruiting a P5 level short term consultant for one year.
Planned timelines (subject to confirmation)
The consultant will be recruited with an experience of designing and developing essential health services package. S/he will be splitting her/his time between EMRO and WHO headquarters 60% and 40% respectively and s/he will be reporting to the Director of Health System Development in EMRO. In WHO headquarters s/he will be working under the supervision of Director Health System Governance and Financing.
Planned timeline is January 1st to December 31, 2019
DESCRIPTION OF DUTIES
Output 1: Provide policy advice and technical assistance to countries in designing, developing and delivering context-specific and cost-effective UHC Priority Benefit Package in the context of national health policies, plans and strategies and UHC visions and roadmaps.
Deliverable 1.a: Document on “Operational Guide on How to Develop National UHC-PBP”
Output 2: Coordinate costing of UHC-PBP.
Deliverable 2.a: Development of a document in collaboration with HEC on “How to Cost UHC-PBP”
Output 3: Provide technical assistance to countries in emergencies in designing, developing and delivering basic package of health services and help develop UHC-PBP while countries are recovering from the emergencies.
Deliverable 3.a: Development of a model for UHC-PBP for country in recovering from emergences.
Output 4: Assist in capacity building of countries in priority setting and related research in health care and help build institutional arrangements and organizational capacity in these areas.
Deliverable 4.a: Conduct three workshops for building capacities in priority setting.
Deliverable 4.b: Develop and oversee the WHO’s plan and portfolio of work and priorities in the area of institutional and organizational capacity strengthening to support better countries in priority setting in health care and development of UHC-PBP.
Deliverable 4.c: Development of regional resource materials to promote and assist countries in designing, developing and delivering UHC Priority Benefit Package including a regional UHC-PBP.
Output 5: Liaise and foster partnership building with research and educational institutes and policymakers to identify capacity building needs and work with them to support national UHC-PBP.

REQUIRED QUALIFICATIONS
Education
Essential:
- Master’s degree in public health or related field.
Experience

- At least 10 years of experience in health system
Use of language skills

- Fluent (Read - Write - Speak) in English

- Excellent regional and global experiences in health system and implementation of UHC-PBP.
