Job Description

Role OverviewAESG is seeking an experienced Environmental Manager to oversee all environmental compliance and monitoring activities on-site for an overhead transmission line project within a protected area. The role will focus on ensuring strict adherence to Saudi regulatory requirements (NCEC, NCW, NCVC, protected area authority), client standards, and international best practices (ISO 14001:2015, IFC Performance Standards, Equator Principles).The Environmental Manager will serve as the key focal point on-site, coordinating between contractors, AESG, Proponent, and regulatory authorities to ensure that all environmental obligations are implemented, monitored, and reported in a timely manner.Key ResponsibilitiesEnvironmental Compliance & MonitoringLead implementation of the CESMP and site-specific environmental control measures.Ensure compliance with all permits and authority requirements, including those from NCEC, NCW, NCVC, Heritage Commission and the protected area authority.Conduct daily site inspections, weekly joint inspections, and quarterly internal audits.Identify, document, and manage environmental non-conformances, ensuring timely corrective actions.Team Leadership & ManagementManage and coordinate a multidisciplinary onsite environmental team of :7 specialists (e.g., GIS specialists, environmental engineers, ecologists, waste, archaeologist, air/noise monitoring).Align team outputs with overall project compliance objectives, deliverables, and timelines.Mentor and oversee team performance to ensure consistency and quality.Regulatory & Proponent InterfaceAct as the primary site contact for environmental matters with the proponent, contractors, and regulatory authorities.Support site audits by regulatory authorities and prepare evidence-based responses to compliance queries.Maintain accurate records for reporting to the proponent and stakeholders.Monitoring & ReportingOversee air quality, noise, waste, water, ecology, and biodiversity monitoring programmes.Prepare weekly inspection reports and monthly compliance dashboards, including photos, data, and KPI analysis.Ensure monitoring data is validated, analysed, and reported in line with proponent and authority requirements.Attend weekly meetings with the proponent to provide comprehensive reports on the project's environmental status and progress.Timely report any changes or required modifications to the project design to ensure continued environmental compliance and seek necessary approvals from relevant authorities.Prepare the annual NCEC reports, strictly adhering to the latest NCEC guidelines and submission protocols.Development of Templates & ToolsDevelop and incorporate a regulatory tracker to proactively monitor and document any changes in environmental legislation or regulatory requirements relevant to the project.Develop and implement standard inspection checklists, dashboards, and reporting templates to ensure consistency.Support contractors in updating environmental documents (e.g., CESMP, Tower- Specific Mitigation Plans, CESMP appendices).Provide QA/QC oversight, including calibration certificates, raw data validation, and compliance reporting.Prepare the annual NCEC reports, strictly adhering to the latest NCEC guidelines and submission protocols.Develop a progressive rehabilitation plan in accordance with local regulations and international standards.Training & AwarenessProvide toolbox talks, workshops and environmental awareness sessions for site staff and subcontractors.Mentor junior environmental officers/inspectors deployed on-site.Risk ManagementProactively identify environmental risks and advise project leadership on mitigation measures.Support emergency preparedness and response activities, including spill management and incident reporting.Qualifications & Experience(Preferred) Bachelors degree in Environmental Science, Environmental Engineering, or related field.Minimum of 810 years of professional experience, including at least 5 years in major infrastructure or transmission line projects.Good working knowledge of Saudi environmental regulations (NCEC, NCW, NCVC and Heritage Commission) and international standards (IFC PS, ISO 14001:2015).Proven experience in audits, compliance monitoring, and stakeholder liaison.Excellent reporting, communication, and leadership skills.Key CompetenciesStrong leadership and stakeholder management skills.Ability to interpret and apply complex regulatory requirements.Proactive problem-solving and decision-making ability.High attention to detail with strong report writing skills.Ability to work in challenging field conditions in remote areas.AdvantagesPrior experience in EIA/ESIA and compliance monitoring for transmission line and power infrastructure projects.Familiarity with project management tools (e.g., Primavera P6, MS Project, SharePoint trackers).Demonstrated ability to develop environmental templates, dashboards, and compliance systems for long-term monitoring programmes.
