  • Job Details:• Project Management - Enhanced the Emergency Response Section by revamping the workforce and tasks of fire shift technicians. Contributed to the Emergency Control Centre (ECC) enhancement through improvement of Emergency Management Team (EMT) files & checklists, live CCTV & video facilities from incident sites, improved digital radio communications, updated local and neighbouring facility maps, new desktops, printers and fax machines, etc. Headed numerous task forces in the revamp of Emergency Response Team (ERT) s’ structure, roles and trainings towards sustaining the organizations’ readiness to respond to Tier 1 emergencies, and beyond. • Reporting - Led the review and development of Emergency Response Manuals, Respond to External Emergency Procedures, Control of Industrial Major Accident Hazard (CIMAH) Reports, Permit to Work, Job Hazard Analysis, Confined Space Entry, Working at Height, and Pre Incident Action Plans (PIP). Headed multiple report preparation and presentation to PETRONAS Group HSE, Downstream Operations Division (DOD), PETRONAS Chemical Group (PCG) on Emergency Response drills, exercises, table top simulations and Business Continuity activities. • Training – Hands on trainer for the Emergency Response Team (ERT) and Emergency Management Team (EMT) utilizing the Incident Command System (ICS). Led numerous table top and actual drill simulation trainings prior to actual wet drills for ERT & EMT members, floor warders, security, other staffs, local community and neighbouring industry staffs. PETRONAS certified trainer for Permit To Work (PTW), Energy Isolation, Job Hazard Analysis (JHA) & Authorized Work Leader (AWL) for all technical staffs & contractors. Also actively involved as an experienced Behaviour Based Safety (BBS) trainer for staffs and contractors. • Health, Safety and Environment Management System (HSEMS) – Responsible in conducting department and organization wide HSEMS audits covering various HSE elements. Led many gap closure improvement action plans to improve company’s HSEMS ratings besides implementing several tasks to close LOW, MEDIUM & HIGH HSEMS audit findings. Focal person in the management, tracking and reporting of PETRONAS Mandatory Control Framework (MCF) for the organization covering various department & sections for HSE elements, particularly in Emergency Response and Disaster Management. • Incident Investigation – Led & involved in Incident Investigations involving fires, toxic release, occupational and operational incidents. Familiar with incident investigation tools such as Tripod Beta, PEAR (People, Environment, Asset, Reputation), why-why analysis & fish bone diagrams in the preparation & presentation of Incident Investigation reports. Succeeded in improving company’s HSE records & performance through implementation of various improvement action plans from report recommendations. • Risk Assessment – Led improvement of Hazard Effect Management Process (HEMP) through review of Hazard Effect Register (HER), Improvement Action Plan (IAP), Recovery Action Plan (RAP) and Bow Tie Analysis (BAT). Implemented many improvements to the ERT and Fire Safety system through risk assessment tools such as additional firefighting facility installations, toxic release shelter (TRS) enhancement to non process facilities, development of external evacuation facilities at different wind directions, etc. • Auditing & Compliance – Auditor and auditee experience in ISO 9001 & ISO 14001. Led PETRONAS Tier 1, 2 & 3 Audits ranging from internal department to inter PETRONAS Operating Units across Malaysia. Familiar in the development of several Tier 1 audit checklists in the Emergency Response and Occupational Safety fields. Led many previous Local Fire Department Fire Certificate (FC) audit exercises at operating facilities.
• Operations Utility Shift Exec and Incident LeaderFull Time

  • Job Details:• Operations Management – Shift Executive in managing Utility Field Operations to support continuous production of Urea, Ammonia and Methanol in the Petrochemical Plant. Ensuring uninterrupted and optimized supply of Utilities such as raw & demineralized water, high pressure steam, cogenerated electricity, gaseous nitrogen, compressed air, cooling water, storage facilities, and waste water treatment. Responsible in managing fire water storage, distribution and usage during emergency besides emergency diesel generation during power outage. • Emergency Response – Incident Leader and On Scene Commander (OSC) as Utility shift executive. Led actual Tier 1 & 2 scaled emergencies in the plant involving fire, toxic release needing HAZMAT response, chemical spills & leakages and occupational injuries. Managed the resources of facilities & personnel of ERT during emergencies as well as communicating with EMT members and local authorities in control & relief. Exposed to ambulance, first aid, emergency shower and mobilization of victims to hospitals during emergencies involving casualties. • Optimization and Savings - Specific responsibility in managing emergency and firefighting resources on shift among ERT members. Responsible in managing raw water consumption in the plant to ensure minimum fire water availability for emergency is always met. Involved in the optimization of fire water distribution facilities through change out of fire water discharge piping form carbon steel to the highly durable fibre glass piping. Contributed huge cost savings by diverting many externalERT trainings to local fire stations from previously expensive fire training grounds in Terengganu and Kuala Kubu Baharu in providing high level rescue, industrial firefighting, rope handling and rescue in confined space courses.
