      • Job Details:• Development and administration, and partly responsible for the implementation and oversight of all facility and engineering related contracts and projects in support of the medical and scientific research mission of NAMRU-3. Contracts and projects include new construction, repair, renovation, in house maintenance and facility support of all the dollar values, including Special projects and Military Construction Projects. Major Areas: A. Construction Project Developer 1. Prepares detailed plans, design, drawings, technical specifications, bills of material and cost estimates for construction, repair and in house maintenance projects. 2. Analyzes contractor’s bids and makes comments and recommendations as to the contractor reliability and capability, cost of alternative specifications, design, Etc. Reviews invitations to bid, bids and award recommendations and contracts for the accuracy and technical adequacy. Conducts on-site inspections of engineering projects to ensure that work is conducted according to governing contract and specifications, and meets applicable engineering design and construction standards. Review all project submittals, including construction schedule of values. Review designs developed by outside consultants. 3. Solve design conflicts and technical problems resulting from designs performed by other agencies outside Egypt as well as material supplied to execute the project. 4. Represent the PWD as technical authority for certain Mechanical, Electrical, other Engineering aspects of work. B. Facility Support Contract Manager - Developing technical documents including plans and specifications, quality assurance plans, staffing amd inspections plans - Review suggested bidder lists to determine adequacy - Review bid packages prior to solicitation of the bids - Preparing Government estimates for proposed contracts - Conducting contractor pre-bid site visits - Reviewing and commenting pre-bid and pre-start - Conduct pre-bid and pre-start Coordinate the transfer of Government furnished space, utilities, equipment and materials to the contractor and maintain documentation to clearly identify accountability of each party. Review quality assurance plans to insure adequacy and acceptability of contractor performance through a subordinate Quality Assurance Evaluator (QAE), as well as through periodic personal on-site inspections. Monitor labor, safety, and security practices of contractors. Approving contractor invoices with the input of the QAE. Prepare the contractor performance evaluations incorporating and suggesting recommendations for deductions based on documented performance. Submitting periodic status reports on construction and maintenance service contracts including: a. Project progress b. Percentage of completion c. Percentage of work in Place (W.I.P) d. Contractor’s progress on correcting identified deficiencies C. Maintenance Control Manager 1. Development and administration of long range maintenance programs involving maintenance, repair, improvement and alteration to existing facilities and equipment at NAMRU-3. Integration of long range maintenance program with the requirement of the Scientific Research. 2. Ensure the operation and preventive maintenance of facilities and responsible for the following goals and objectives: a. Increasing utilization of staff manpower for maintenance and repair so that higher production may be realized at lower cost. b. Determination of accurate direct and indirect costs. c. Development and implementation of effective cost controls. d. Establishment of cost trends to provide higher management with realistic benchmarks for evaluating activity performance. e. Development and implementation of maintenance diagnostic procedures including training subordinate staff. f. Capture and record statistics and data to provide input and new construction funding submitted by PWO. g. Develop standard data reports which may be used in preparation of cost estimates and as a means of evaluating shop performance against the standard. 3. Motivating subordinates to meet and exceed goals and timelines as well as maintain operating status. Provide positive contribution to the overall functions of NAMRU-3.
