• Job Details:Strategic ICT planning and e-Government Blueprint Formulation including: • State, define and review e-Gov roadmap (vision, strategy, blueprint, programme, Ecosystems ) • Ensure clarity of the value-based outcomes arising from the blueprint implementation and quantify e-Gov value in terms of accessible, effective and accountable. • Leadership & vision includes policy formulation, committing resources and taking hard decisions • Programmes development & management includes preparing roadmaps, prioritizations, frameworks and guidelines, monitoring progress, inter-agency collaboration, funds management, capacity management • Projects development & management includes conceptualization, architecture, definitions (RFP, SLA,.), bid process management, project monitoring, QA • Assess the current state of components in the framework • e-Services identification and prioritization • Transition Management – people, infrastructure, applications and processes to ensure that the projects and transition plan is aligned with the overall e-Gov vision • Application, Information and Technology Architectures: e-Health, e-Employment, e-Services, e-Education, e-Housing, e-Billing, e-Statistics, e-Motoring …. With service integration in fields such as education, transportation, government benefits, utility, employment, environment, justice, security, healthcare, constructions, social… • Implementing several projects financing form such as PPP, BOT ,BOOT ,BOO , BLT ,DBFO ,DBOT ,DCMF in many countries like KSA ,Egypt, Kuwait, Bahrein, Oman, Qatar, Ghana, Iraq • Data Hubs, Interoperability Standards, Governance Models • All channel delivery architectures G2G , G2B, G2C, G2E, NG2G, G2O • e-Gov frameworks :Fiji , DNA 2.0 • Risk management including country risks, financial & revenue risks ,promoting &procurement risks, development risks, constructions & operating risks • Planning & Handling Key success strategies for e-gov challenges such as information and data quality, dynamic information needs usability, security issues, technological incompatibility, technology complexity, technical skills and experience, technology newness, projects size, manager’s attitudes and behavior, users and organizational diversity, lack of alignment of organizational goals and project conflicting goals, resistance to change, restrictive laws and regulations, intergovernmental relationships, privacy concerns, policy and political pressures, environmental context social, economic, demographic according to standards methodologies i.e. VMM, CUBC, BCBB, MSIT • Develop protection requirements policies that addresses purpose, scope, roles, responsibilities, compliance and create procedures to support the implementation of the policies and associated to organizational and management, personnel, physical security, data security, information integrity, software integrity, PCs security, networks protection, incident response ISIRT
