• Job Details:Scope: Spearheading NOC’s 2030 strategic goal to double crude oil production from 1.0M to 2.0M BOPD and natural gas output from 2.5 to 4.0 BCF/day through multi-billion-dollar projects, in partnership with subsidiaries: Mellitah Oil & Gas, WAHA Oil Company, Al Safi National, and Freedom First Oil Company. Achievements & Responsibilities: • Led the successful delivery of a $1.5B upstream production enhancement program with WAHA Oil and Freedom First Oil Co., targeting +120K BOPD output by 2025. • Developed and executed strategic frameworks in alignment with NOC’s national energy expansion plan, contributing directly to Libya’s 2030 production targets. • Streamlined project governance by introducing integrated planning, tracking, and reporting tools -resulting in a 40% improvement in cross-stakeholder visibility and accountability. • Negotiated and oversaw contractor work scopes, resource planning, and change approvals -ensuring alignment between operator (WAHA) and EPC (Freedom First). • Managed CAPEX/OPEX performance through cost control strategies and Work Order/MSC close-out procedures - consistently hitting financial KPIs. • Strengthened regulatory compliance by aligning project delivery with Libyan legal, environmental, and local workforce requirements - ensuring 100% audit compliance. • Built and led high-level engagement with NOC leadership, government agencies, and local stakeholders to mitigate risk and foster cross-sector collaboration. • Represented SPO with NOC at industry summits, steering committee meetings, and international forums - advocating operational excellence and project delivery best practices. • Monitored and reported on KPIs, risk registers, and milestone achievements - delivering accurate dashboards to C-Level stakeholders.
