    ATVAM Project (SAHER "ساهر"​) Oct 2008 – Oct 2016 Project descriptionAutomated Traffic Violations Administering and Monitoring (known as SAHER) is a national ITS platform encompassing law enforcement/safety systems and back office processes along with traffic management and security systems, as follows: • Enforcement Systems: Red light, fixed and mobile Speed infrastructure & Violation Processing. • Traffic Management: Signal control, DMS, CCTV, VBID, AVL, city police CCCs & Backoffice. • Security: Fixed and mobile License Plate Recognition, AVL linked to National Information Centre. The following are the ATVAM project business objectives: • Reducing road accidents (death rates) and enhancing road safety; • Improving the efficiency and effectiveness of the transport network, by smoothing the flow of traffic for a higher quality of life; and • Enhancing general security within the Kingdom of Saudi Arabia.
