• Job Details:Riyadh Metro Project – Line 3 Construction – Riyadh - KSA Line 3 (Orange Line) is the longest line between 6 metro lines in Riyadh Metro Project extend for about 43 KM length. Hitachi Rail STS is the main contractor responsible for installation and commissioning electromechanical systems (Telecom., Signalling, PSD, …. etc.) with 3 subcontractors under its supervision. - Ensure full awareness of Hitachi (Global) and Project HSE management system/s changes and maintain compliance of implementation through all operations and processes. - Support HSE management in compliance reviews, risk assessments and other relevant audits within the department and for second parties. - Review and monitor company branch HSE annual programme for audits and inspections based on project requirements. - Assess HSE operations compliance to project and branch management systems for Hitachi and second parties. - Lead internal audits on subcontractors against project management system and contractual requirements. - Perform company internal audits for the compliance of standards management systems (OSHAS 18001 and ISO 14001). - Arrange for company recertification and other surveillance audits for ISO 14001:2015 and OSHAS 18001:2007. - Arrange and support in ISO 45001:2018 transition for occupational health and safety new standard. - Assist in maintaining up to date legal register and ensure full compliance with laws provisions and regulations. - Develop and maintain updated monitoring plans necessary for achieving HSE objectives and targets. - Perform HSE site inspections as required and prepare necessary reports. - Regular analysis for HSE data, tracing deviations and provide accurate trending for corrective actions and management systems implementation. - Assist site team in developing and conducting necessary HSE training and inductions. - Reporting performance trends against HSE relevant key performance indicators and systems requirements. - Document HSE communications internally and with subcontractors HSE heads. - Update actions progress by tracking implementation through monthly reviews and highlight overdue ones through weekly and monthly meetings. - Support and maintain up to date HSE awareness’s bulletin and guidelines concerning pandemic COVID-19. - Assist in HSE reviews and update the risk assessments for COVID-19 controls on project and company branch scales. - Assist in incidents investigations and analysis. - Highlight and reporting challenges for the improvement of HSE in the organization. - Prepare and arrange for annual management review meetings. - Maintain updated HSE database for overdue corrective/preventive actions and non-conformities to establish necessary improvement plans. - Maintain and communicate updated project HSE documents through relevant software (Encompass) follow up. - Monitoring company’s global and branch software (SharePoint and INTELEX), ensure they are up to date with all documented inspections, incidents, near misses and audits with closeouts. - Participate in site inspections and walk through with the client HSE team and management. The Etihad Rail – Project Stage 2 and 3 (Blue and Green) – United Arab Emirates The Etihad Rail Project Stage 2 and 3 comprises a railway network, which will ultimately link freight facilities and passenger stations, and form a part of the planned Gulf Cooperation Council (GCC) railway network. It will run from the Saudi Arabian border at Ghweifat in the west, via or close to the cities of the Gulf coast, to the Northern Emirates and the East coast. Stage 3 - There will also be a line running from Abu Dhabi to Al Ain, which is maybe projected into the Sultanate of Oman, as well as a branch line to the gas facilities at Shah and Habshan. - Assist the management in fulfilling necessary requirements in tendering stage to successfully acquiring the project. - Support in doing necessary changes to project proposed health and safety plan complying to 100% of the client, Legal and international standards requirements. - Finalize suspended requirements relevant to clients comments through following their CRS and do necessary changes to the plan and other relevant documents and forms. - Assist in finalizing the update of legal compliance register, integrating all applicable legal obliged requirements as legislated by OSHAD and other authorities. - Successfully developed project’s objectives in terms of Legal, Client, STS Branch, global and standards requirements. - Successfully finalized establishment of objectives, targets management programs necessary for achievement of planned objectives and targets. - Assist and support in communication with the client (Jacobs consultancy) to get finalize remaining changes, hence upload all to authorities’ system and acquire necessary licenses / permits to construct.
