Serve as the mission’s early warning focal point, developing and monitoring early warning indicators and elaborating policies and procedures for early action. Establish close working relationships with political actors in Albania, including representatives of the government, political parties, media, civil society, diplomatic missions and international organizations. Co-ordinate input to and draft and edit publications, press materials, background papers, speeches and talking points for the use of the Head of Presence and other high-ranking OSCE officials. Prepare and edit reports on the Presence’s activities, including the Head of Presence’s annual report to the OSCE participating States, proposals for programmatic activities and the annual budget. Co-ordinate substantive and logistical preparations for high-level visits. Provide briefings to visiting delegations, including parliamentarians, representatives of international organizations and student groups. As a member of the Presence’s Security Management Team, share responsibility for implementation of the mission’s security plan. Deputize the Head and Deputy Head of Presence in their absence. Supervise a team of seven staff.
