Prepare and edit reports on the Presence’s activities, including the Head of Presence’s annual report to the OSCE participating States, proposals for programmatic activities and the annual budget. Co-ordinate substantive and logistical preparations for high-level visits. Provide briefings to visiting delegations, including parliamentarians, representatives of international organizations and student groups. As a member of the Presence’s Security Management Team, share responsibility for implementation of the mission’s security plan. Deputize the Head and Deputy Head of Presence in their absence. Supervise a team of seven staff.

Three key achievements: 1) I helped completely restructure the Presence's approach to planning and budgeting. I ensured that budget narratives from different programmes were focused, coherent and mutually reinforcing in terms of both content and style. Our stakeholders called it a model for others to follow. 2) I ensured that our public messages were consistent and clear, principled and accessible. I tightened up language, put soundbites in every speech and showcased more of our work on the public website. We got praise from a wide range of interlocutors and traffic on our website increased steadily. Third, I completely revamped our reporting, which had a very positive impact on the way stakeholders viewed our work and achievements. I made the annual report more constructive, balanced and forward-looking. It was extremely well received by all stakeholders. Our host country praised not only our sincere partnership, but also the report itself, saying, "This is how it should be."


I developed on my own initiative a concept paper for a conflict prevention and crisis management mechanism to enhance the OSCE's early response capability. With White House backing, through months of concerted efforts, I was able to persuade a majority of the 56 participating States to support my proposals. I lobbied Washington colleagues to ensure that President Obama and Secretary Clinton spoke in support of my initiative during meetings with their counterparts. I pursued agreement through more than two years of discussions, including participation in months of tedious negotiations on the draft decision. In December 2011, we finally achieved consensus on a Ministerial decision strengthening the OSCE's capabilities to prevent and respond to conflict -- the first time since 1992 that the OSCE had been able to agree on such measures. This decision has since enabled the OSCE to play a key role in the Ukraine conflict.


On my own initiative, I created a database of submissions to the Committee on Contracts, and developed reporting frameworks which enabled users to search and print information on the basis of key words, monitoring station numbers, Financial Rules, bidding company, etc. Prior to creation of the database, the only way to locate a previous submission from a particular company, for instance, was to search page by page through more than 20 A4 binders. I provided access to the database to all Committee members, as well as staff who regularly appeared before the Committee, and trained them on how to use the features. I also streamlined procedures for the handling of payment vouchers, travel files and copies, which saved approximately seven hours of work per month for myself and four hours for other staff members.


The Information Memoranda that I edited generated a significant amount of interest among potential investors. The properties offered therein were sold at a considerable profit.
