- Job Details:In collaboration with the Supply Team Leader and the Emergency Supply Chain Coordinator, define the Transport and Customs related procedures while optimizing the lead-time and the budget for Transport and Customs activities in order to identify and optimize the response to the needs of the emergency at the service of the different MSF Operational Centers (OC) present in the response. Monitor the implementation of the Transport and Customs related procedures ensuring compliance with MSF standards, protocols and procedures. This includes the following: Planning and organizing transport with freight companies and following and communicating all transport activities of the goods. Preparing assembles and monitoring the validity of all transport related documents (Freight Manifest, Release Notes, Donation/Gift Certificate, Waybills /Packing Lists, Invoices, etc.) and ensuring their archiving. Organizing deliveries/transport to the field according to their priority in terms of needs and overseeing loading and offloading of trucks (ensuring that an MSF representative is present). Ensuring transport invoices are validated and sent to Emergency Supply Coordinator for signature and forwarded to Finance for payment. Analyzing and managing any claims with suppliers or clients and payments to be kept on hold. Ensuring the clearing of goods and managing relations and customs regulations with clearing/forwarding agents, government, MSF departments, partners and transporters. Collecting market information and updates on transport-related issues and advising the supply unit, coordination, and other actors on customs regulations and constraints. Conducting visits to ensure understanding and communication between different actors. Participating in the validation of freight companies and clearing agents and facilitating and following up duty and tax exemptions. Preparing transport contracts. Ensuring technical support and providing coaching to staff under his/her responsibility. Providing standardized/template transport documents and guidelines. In collaboration with the Emergency Supply Coordinator and the Human Resources Department, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all supply activities pertaining to his area. Preparing reports of activity follow-up and indicators (figures, graphs, and charts), providing analyses, and participating in Sitrep (Situational Reports) according to management guidelines. Specific MSF Context Responsibilities Liaising constantly with: MSF departments in Cairo and Jerusalem Field logistics and supply teams from the Operational Centers participating to the emergency European Supply Centers (ESC) External partners (UN agencies – WHO, WFP/Logistics Cluster –, ERC and other humanitarian actors) Service providers to ensure timely and smooth coordination of transportation activities Ensuring the preparation and reception of international freights in collaboration with all the stakeholders, including air/sea/road transportation Ensuring the shipment and follow up of internationally and nationally procured goods until the final destination, including with MSF rotations to the border Conducting market assessments, selecting and negotiating with transporters, freight companies, and other logistics service providers. Adapting the transportation setup to the evolving context of the emergency and constantly seeking feasible and reliable cost-effective solutions Developing SOPs for all newly developed processes Supervising, coaching, and training the Transport and Customs Supervisor to ensure the day-to-day implementation of procedures and administrative processes for efficient transportation activities for medical and non-medical goods. This involves overseeing: Rotations - preparation of parcels and waybills Packaging, palletization, and shipping activities Booking and tracking of the of shipments
