QHSE Manager

• Job Details:Overall managing the work of QHSE department. Controlling the legislative observation and other statutory, regulatory labour protection acts and client HSE requirements at different projects. Creating and executing annual HSE plans for different projects in client projects such as: NCOC - offshore D -island and onshore EW, Total Dunga project and TCO/SICIM contract as per contract scope of work for safety activities in client area. Creating and implementing annual hazard & risk registers for different projects in client areas such as: NCOC - offshore D -island and onshore EW, Total Dunga project and TCO/SICIM as per contract work of scope activities. Creating and implementing emergency response plans for company and contractor personnel in all company executing projects as per all risks associated with contract scope of work and all associated project risks. Close cooperation with company business development department by creating and submitting all required company HSE documentation to potential client for: pre-tender assessment and tender evaluation. Responsible person for preparing all required HSE documentation for pre-mobilisation audit and annual audit from clients. Investigate working conditions at the workplace of the projects, prepare and submit proposals for the development and implementation of more advanced designs of protective equipment, safety and locking devices, other means of protection from the effects of hazardous and harmful and production factors. Conducting audits, inspections of technical condition of buildings, structures, equipment, machinery and mechanisms, the effectiveness of the ventilation systems, the state of sanitation facilities, and means of collective and individual protection of workers. Client sites: EW NCOC OPF, Total Dunga, TCO SICIM project visits for conducting audits and inspections. Meeting with client NCOC HSE department to solve HSE issues. Together with the other departments involved in the certification of job places and production equipment to meet requirements of labour protection. Develop annual plans for QHSE department for the needs of different contract projects. Perform tasks set by management. Conduct HSE audits of the contract organizations. Monitoring compliance with the requirements of state supervision and control over compliance with existing standards, rules and regulations on labour protection, safety standards in project execution. Investigation of all near misses/incidents and safety/environment/sanitary/security rules violations within the company and company contractors with implementing corrective and preventive actions. Advises management of the project on existing national rules and safety regulations and labour protection to make changes to the individual process steps, commissioning and procurement of equipment that meets safety. Providing the possibility of changing the design of the system adopted by the safety and health practices in compliance with the new safety equipment and inventory, production operations. Review and develop QHSE procedures within the company to improve QMS as per integrated ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018. Responsible person within the company for: implementing ISO QSM, annual audit, ISO recertification from the ISO accreditation body. Support NDT operation management and NDT site teams with required HSE procedures and standards. Support performing authority with preparing risk assessment for critical activities and chemical handling on sites during turnaround in onshore production facility Eskene West project and offshore D -island Kashagan project. Preparing HSE plan and risk register as per scope of work for turnaround-2019 and 2022 for NCOC project. Supervision of NDT activities in confined spaces and works at height on sites during turnaround -2019 and 2022 in NCOC -OPF EW project.

• Job Details:Creating annual HSE plan as per contract work of scope for safety activities in client area. Creating annual risk register for all activities as per contract scope of work for safety activities in client area. Implementation of HSE system, policies and procedures within company according to Republic of Kazakhstan legislations and clients -Tengizchevroil and Kazpaco (BMIE) requirements. Establishing and maintaining safety and reasonable conditions for site activities such as; building water tanks, hydrostatic test, sand blasting, painting, insulation, welding, working at height/in confined spaces, scaffolding activities, crane/lifting operations, pipe and equipment installation. Establishing and maintaining safety and reasonable conditions for pipes and spools prefabrication activities in workshop. Providing regular safety and environmental reporting to management and client, also provided necessary support, technical advice and guidance to project managers, construction managers, superintendents and supervisors. Establishing and maintaining environmental issues such as; emissions, guidance and interpretation of policies and standards; monitoring, auditing and updating of procedures. Reporting of written weekly, monthly, quarterly and annual HSE reports to Teknokon management and client. Prepare and review HSE documents, method of statements, “start strong” and reports to support managerial decision-making, whilst ensuring that they are aligned with the appropriate procedural frameworks. Preparing and executing annual emergency drill plan for company and contractor personnel with assessment of all potential risks associated with activities and site specifics. Prepare and conduct required training sessions in order to communicate HSE procedures and provide advice to employees on operational risks.
