- Job Details:Statement of Work for Administrative and Financial Manager 1) BASIC FUNCTION OF POSITION: Serves as assistant to the Chief, Voice of America (VOA) Cairo office, taking personal responsibility for all non-programming functions of the office including personnel management, budget/fiscal, procurement, property control services, and maintenance, security, and repair activities. 2) MAJOR DUTIES AND RESPONSIBILITES: The contractor is responsible for assuring that the below listed functions are carried out in accordance with applicable regulations and in the best interest of the VOA. In so doing, permits the office of Chief to concentrate on VOA programming produced by the office, including English news reporting. Taking charge of the office in the absence of the Chief, with respect to non-editorial/programming matters, making decisions on own initiative to assure the most effective performance of the office as a whole. Most duties are performed in a supervisory capacity, directing the work of drivers, General Services Helper and contractors. A. The Contractor is responsible for Budget and Fiscal Management: Prepares quarterly and annual financial plans, controls expenditures, and maintains expenditure data. Prepares and pre-certifies vouchers for payment and make the requisition obligations to by appropriate disbursing office in VOA London Office. Works with VOA headquarters in Washington D.C, Embassy, VOA London, Bangkok, and Charleston Financial Centers to create and continue an effective system of fiscal management and control. B. The Contractor is responsible for Personnel Management(20%): Assists the office chief in assuring that personnel resources are utilized effectively. Assures that position descriptions are accurate and maintains and updates the personnel files, makes revisions as necessary. Interviews the contractors and controls their hours of work, duties, and maintains the vendor’s files, etc. Prepares time and attendance sheets and enters the hours at the embassy and maintains approved overtime payments and obligate funds for it, maintains T& A files etc. Works with the VOA’s office of Human Resources and Embassy Human Resources office on all matters affecting office employees, including wage/classification surveys, health benefits, etc. C. The Contractor is Responsible for Procurement (20%): Maintains oversight of all procurement activity in the office, assuring that VOA Cairo office has sufficient resources to operate effectively. Plans in advance for needed contracts and purchase orders and monitors to assure that items paid for are delivered. As necessary, negotiates prices of services, supplies, etc., with vendors on behalf of Chief, VOA Cairo office. D. The Contractor is Responsible for Property Control (10%): Assures that all USG property is accounted for and up to date inventory is maintained. E. The Contractor is Responsible for Services, Maintenance, and Repair (20%): Assures that all VOA Cairo office facilities (includes residence) and equipment are maintained and renewed as necessary. This includes building and grounds, furniture, communications, utilities, and technical equipment. Establishes procedures and schedules for maintenance, and makes provisions for emergency repairs. 3. Compensation: The contractor will be compensated at the rate of 654.00 EGP per day.
